ACTION
PRELIMINARY SITE PLAN APPROVAL subject to requirements under Criteria of Approval and
Minimum Development, Special Use Standards to be met and application and approval of
a Minor Variance relating to access from Jasper Road (See Attachment A).

2. Seven paved parking spaces are required. These need to be striped and wheel
stops installed. The dimensions need to be shown on the Final Site Plan.

3. New paved driveways need approval from the State (S.42nd Street) and/or Lane
County. .The dimensions of the driveways need to be shown on the Final Site Plan.
4. New landscaping needs to be noted on the Final Site Plan (include plant names and'
sizes).
5. A letter from the Lane County Sanitarian is required to show serviceability of
the current septic system.
6. A Public Improvement Agreement is required to be signed for S. 42nd Street and
Jasper Road. Staff can prepare the document for your signature.
7. An Annexation Agreement is required to be signed. Staff can prepare the document
for your signature.
8. A Final Site Plan drawn to scale showing the approved location of any driveways
and paved areas is required within 90 days of the date of this letter.
9. A signed Development Agreement. This agreement will be prepared by staff upon
approval of your Final Site Plan.

The proposed driveway to the vacant block building off S. 4Znd Street will have
to be approved by the State (S. 4Znd Street is a State Highway). The applicant
will have to contact Larry Asburry's office on Gateway Street. The proposed
driveway to the parking lot is located too close to the intersection of S. 4Znd
Street and Jasper Road (Section 3Z.080 (3), Table 3Z-4 of the Springfield
Development Code). A minimum separation of ZOO feet is required. Relocation of
both the proposed driveway 3.nd the ""xis ting dri "",,"ay "ill be required. The
proposed driveway can be moved eitner further west (a Lane County permit will be
required) or possibly onto S. 42nd Street. You may also apply for a Minor
Variance to you intend to use the existing driveway from Jasper Road. If the
proposed driveway is moved onto S. 4Znd Street (State permitting), it should be

The required landscaped planter strip will be deferred at this time and made a
requirement of the Improvement Agreement discussed above. The applicant has
stated that landscaping will be installed around the new parking area and
driveway. Some landscaping should be installed in the vicinity of the block "
building. Any proposed landscaping needs to be shown on the Final Site Plan.

THE CC (COMMUNITY COMMERCIAL DISTRICT) AND A SPECIAL USE IN THE UF-IO (SECTION 29.060
(6). THE FOLLOVING SPECIAL USE STANDARDS NEED TO BE MET.
