SUBJECT
city Journal Number 92-05-95. Summary of issues presented at a
pre-application conference, conducted May 21, 1992, to discuss the
proposal of expanding Empire Concrete Cutting for additional
warehouse and office space. The property is located on the
northwest corner of Kathryn Street and Olympic Street, . south of I-
105 (Assessor's Map 17-02-30; Tax Lot 2101). The property is zoned
Heavy Industrial; the Metropolitan Plan Designation is Heavy
Industrial. The property is developed with a 5760 square foot
building.
PISCUSSION
1. The existing building was constructed in 1975, The property
lacks improvements currently required by the Springfield
Development Code (SDC); including landscaping, street trees
and paved parking, The proposed addition is 6252.5 square
feet. Section 31. 020 of the SDC states that expansions of
industrial buildings exceeding 50 percent of the existing
structure require Site Plan Review. Since the proposed
addition is over 50 percent larger than the existing
structure, Site Plan Review is required for this proposal.
The fee is currently $235. Effective June 5, the fee will be
$410.

I. Transportation Issues.
Improvement Agreements are required for both Olympic and
Kathryn streets, Olympic is scheduled for road improvements
in 1992-1993. The Engineering Department is requesting a 35'
dedication of right-of-way from the centerline of Olympic, and
a 25' dedication along both Kathryn and Olympic for vision
clearance purposes.
2. Public Facilities and Improvements,
a. The electric meter currently located on the west side of
the building needs to be relocated with Springfield
utility Board (SUB) approval. Arrangements will also
need to be made with SUB for new underground service,
b, Systems Development Charge: the estimated cost is $2730,
The applicant needs to submit a drainage plan because the
cost may vary depending on whether drainage is run into
a roadside ditch or if drainage is eliminated on-site.
c, Street lights: the existing light at 39th and Kathryn
needs to be upgraded from 55 watt LPS to 135 watt with a
12' nast arm.
c, All parking areas require paved surfaces. Parking spaces
adj acent to the building require wheel stops, The
handicapped space requires a 9 foot car lane, 8 foot
aisle and appropriate signage, Bike racks and planted
areas are also required.
3. Fire and Life Safety.
a. The required fire flow is 3000 GPM (based on 12,000
square foot type V-N construction).
b, One additional fire hydrant is required near the east
parking lot entrance,
4, The site Plan application must include the information
required for review, including landscaping, improvements, and
parking plans. The landscaping plan includes street trees
planted at 30' intervals on center, planted setbacks (10' for
building areas, 5' for roads), and provisions for irrigation
and maintenance, The improvements plan should demonstrate
compliance with SDC requirements for public and private
improvements. The applicants were given a copy of Article 31
(Site Plan Review) and Article 32 (Public and Private
Improvements) at the Pre-application conference.

ACTION
No formal action was taken, this meeting was held to provide the
applicant with information prior to submitting a formal site Plan
Application.

reviewed as part of the actual application.
