On November IS, 1988 the Springfield Development Services Department approved a
Home Occupation .application for 523 Janus Street, Assessor's I~ap 17-03-34-12
Tax Lot 05900. The approval of this application was so that the applicant
could operate a small office and do minor copier repair. The applicant '
specified that there would be no customers visiting the site and that no ~
employees would be hired. ...
The approval of this application was subject to the following conditions:
(a) Except for the one sign permitted in accordance with Subsection 16.080(1)
of this Article, there shall be no display which would indicate from the
, " exterior.' that the building is being used .for any purpose other. .than 'a
residential dwelling. . .
(b) There shall be no outside storage of materials.
(c) No mechanical equipment shall be permitted except that which is compatible
with residential purposes.
(d) There shall be no offensive noise vibration, smoke, dust, odors, heat or
glare noticeable at or beyond the property line resulting from the ( )

structure of a nature that is not typically found in residential districts,
the proposed use shall be considered inappropriate and therefore ineligible

body-fender work, painting and detailing, and upholstering shan not. be
permitted. "
(i) No merchandise other than what is produced on site shall be sold to the
public.

(j) The applicant shall sign an agreement with the City acknowledging the
standards of this Subsection.
The City .has received several complaints regerding home occupation at 521 Janus
Street- in the past couple of weeks. _~n investigetion of these complaints
revealed that the applicant has expanded the home occupation beyond the
allowable provisions and is no longer opereting from the location approved.
There has been no approval for the use of 521 Janus Street (See attached letter
deted ~ovember 3, 1989 regarding 521 Janus Street).

property listed on the attached form is in violation of a Springfield City Code
and/or Ordinance. Rather than issuing a citation or taking im~ediate legal
action, it is the City's standard practice to inform citizens of the violation

Street.
If you wish to meet with.the Code Enforcement
staff to further discuss the violation, you
may attend an informal conference on November
10, 1989 at 9:00 a.~. at the Development
Services Department, 225 North 5th Street,
Springfield, Oregon (726-3759). If this time
is not convenient and you wish to schedule
another time, you must do so prior to 4:30
p.m. of the day of the scheduled conference.
The operation of the business at 521 Janus
Street does not qualify for a home occupation
permit.
THe Residential zoning district does not
permit residences to be entirely converted to
a business; the number of signs. on the
structure; customer contact at the residence,
etc.
Immediate. This" business is being conducted

inspected for compliance on November 6, 1989.
