HomeMy WebLinkAbout02/21/2017 Work Session City of Springfield Work Session Meeting MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD TUESDAY FEBRUARY 21, 2017 The City of Springfield Council met in a work session in the Jesse Maine Meeting Room,225 Fifth Street, Springfield, Oregon, on Tuesday,February 21,201.7 at 6:20 p.m.,with Council President VanGordon presiding. ATTENDANCE Present were Councilor President VanGordon and Councilors Wylie,Moore, Stoehr, Woodrow and Pishioneri. Also present were Acting City Manager Anette Spickard,City Attorney Mary Bridget Smith,City Recorder Amy Sowa and members of the staff. Mayor Lundberg was absent, recusing herself from this meeting due to a conflict that one of the applicants for the Budget Committee is her son. 1. Budget Committee Interviews. Paula Davis,Budget Officer,presented the staff report on this item. Applicants are being sought to represent Wards 1, 2, 3 where former committee members' terms expired. The recruitment for these vacancies opened on January 9,2017 and closed on February 6, 2017. The appointee for both Ward 1 and Ward 2 will serve a three year term that will expire on December 31,2019 and Ward 3 will serve a one year term expiring on December 3I,2017. The Council is requested to interview three applicants. Budget Committee appointments are scheduled to be ratified at the Regular Session Meeting on March 6, 2017. The Council chose the questions they would ask of each applicant: 1. Why are you interested in serving on/continuing to serve on the Budget Committee? (Councilor VanGordon) 2. Describe your professional and personal experience as it relates to your desire to become a committee member.(Councilor Moore) 3. Describe your familiarity with the City's budget. (Councilor Woodrow) 4. While all of Springfield services seem to have strong support from different areas of the community, it is often necessary to prioritize services for budgetary reasons. How would you go about the task of establishing priorities among services? (Councilor Pishioneri) 5. Often times the members of the Budget Committee have different opinions on how the citizens' money should be spent. What is your experience with working as a member of a diverse group and helping to ensure that all opinions are heard and considered?(Councilor Pishioneri) 6. The Budget Committee meets on Tuesdays in April and May, generally for a total of four or five meetings. The meetings start at 5:30 or 6:00 and usually last three hours. There is occasionally a mid-year meeting in December or January.Will you be able to meet the time requirements of the Committee?(Councilor Stoehr) City of Springfield Council Work Session Minutes February 21,2017. Page 2 7. if you were on the Budget Committee and were looking at one of the City's services to decide how much should be funded through general taxes and how much through specific fees on customers,what questions would you want to have answered in order to make your decision? (Councilor Wylie) Council introduced themselves and interviewed the following candidates: • Luke Lundberg,Ward 1 • Robert Rivas,Ward 2 • Kristin Kintigh, Ward 3 Council discussed the qualifications of each applicant. Councilor Pishioneri said there are five positions open with three people who applied. Ms.Davis said there were three openings for the City Budget Committee;the other two were for the SEDA Budget Committee. Councilor Pishioneri said he would like to extend the recruitment to try to get more applicants,and suggested opening it up citywide if we don't get enough applicants from the specific wards. Mr. Duey said Council policy is to appoint by Ward. Discussion was held regarding the difficulty in getting applicants and whether or not to open it to people outside the respective wards. Councilor Wylie said she felt ward representatives should be the first choice. Councilor Moore said she would like to appoint those that applied.All three heard about it through word of mouth. Councilor Woodrow said she is fine extending the deadline. Councilor Wylie said they got three good applicants. She doesn't want them to get the message they aren't acceptable if we go out for a bigger pool. Councilor Stoehr said he had no strong thoughts either way,but agreed with Councilor Wylie's concern about discouraging those that already applied if we extend the recruitment. Councilor VanGordon said he is fine extending the recruitment and would like to see if there are more choices. Mr. Duey said for the SEDA positions, Council advised staff to go out and recruit specifically for SEDA. Council asked that staff relay to the applicants that they still had interest in them, but wanted to try to get a full applicant pool for all five positions.
