At Council's discretion they may select any number or combination of the candidates listed in Attachment 1 fill the Committee. ATTACHMENTS: DISCUSSION/ FINANCIAL IMPACT: Attachment 1 - Suggested Room Tax Advisory Committee Members The Springfield Room Tax Fund was established to enhance tourism activities, sports, and cultural attractions in the Springfield Community, especially those that generate additional economic activity and increases in room tax revenues. Applicants proposing projects needing Room Tax funds will submit an application for review by the R T A Committee which is charged with revIewing and recommending eligible Room Tax Fund recipients to the Springfield Budget Committee for the fiscal year 2008-09. They would meet on April 30, 2008 to review applications and recommend projects for presentation to the Budget Committee in May. AGREEMENT FOR REMOVAL OF GRAFFITI PARTIES: The City of Springfield A Municipal Corporation of the State of Oregon 225 Fifth Street Springfield, OR 97477 541-726- 3700 Hereinafter "City" Property Owner A Property Owner of the City of Springfield Hereinafter "Owner" 1. Real Property. Owner is the owner of real property located at: (address) which has been subject to graffiti. 2. Public Nuisance. Owner and City agree that graffiti constitutes a public nuisance which is detrimental to propertyvalues, encourages blight, and is generally adverse to the public perception of the City of Springfield. 3. Definition. Owner and City agree that graffiti means any unauthorized inscription, word, figure, or design which is marked, etched, scratched, drawn, applied, or painted on any structural component of any building, structure, or other facility regardless of the nature of the material of the structural component. Such inscription, word, figure, or design shall be deemed unauthorized if the property owner has not granted written permission prior to its application to the structure. 4. Removal. Owner and City wish to provide a mechanism for the prompt removal of graffiti in order to discourage graffiti and maintain property values and reduce blight. Such prompt" removal requires consent by the property owner for City to remove or paint over the graffiti. 5. Consent. Owner hereby provides consent for City, its officers, agents, and employees, volunteers, or an independent contractor employed by City to be on the premises of owner for the purposes of removal or painting over of graffiti and provide further consent for the removal or painting over of the graffiti. Owner and City shall agree upon the method of removal or painting over and agree upon paint color. The time table for 'removal shall be as soon as reasonably possible for both Owner and City, or City's authorized representative. ATTACHMENT 1, PAGE 1 This consent is applicable to one incident of graffiti or numerous incidents of graffiti on Owner's property during the duration of this Agreement. , 6. Costs. Paint/Equipment. City shall. be responsible for paint and equipment; PROVIDED HOWEVER, if Owner has paint to match building City shall utilize owner's paint. 9. . Documentation/Prosecution. In order to provide City history of graffiti to aid in elimination of graffiti, Owner consents to documentation by photo/video or other mechanism. Such documentation may be used by City of Springfield Police Department and/or City Prosecutor. Owner agrees to reasonably cooperate with City in the prosecution of any offenses arising out of or related to the graffiti. 10. Duration/Termination. Th.is Agreement shall remain in full force and effect until revoked by Owner or City. This Agreement may be revoked at any time by either Owner or City upon 3 days written notice to the appropriate contract person specified in Section 7.
