The pllrpose of Historical ReVIew is to encourage the preservatIOn and adaptive use of identIfied Histonc Landmark Structures and SItes. Histonca1 review also implements the HIstonca1 polIcIes ofthe Metro Plan, Washburne Histonca1 Landmark Distnct, Chapter 1 of the Spnngfield Code - 1965 and OAR Chapter 660. Reference: ArtIcle 30 of the Springfield Development Code. HOW DOES IT WORK? 1. THE PRE APPLICATION MEETING: The prospectIve applicant IS encouraged to meet wIth staff m a Pre-ApplIcation Meeting to become familiarized wIth the reVIew process and determme what IS reqUIred for a complete application 2., APPLICATION SUBMITTAL: The applIcant fills out the appropnate Histonca1 Review ApplIcation describing the proposal and submIts it ' to the Development ServIces Department accompanIed by any other requirements of submittal and a fee, when required, to help offset the cost of processing. 3. REVIEW: Type I applIcations for Minor Alterations of Historical Landmark SItes and Structures wIll be reviewed by CIty Staff. Adjacent property owners and occupants are not notified. The types of Mmor AlteratIon reviewed are: a) ConstructIOn, modIfication or demolItIOn of accessory structures; b) AdditIOns, partial or total demolItIOns or substantial alterations to building facades of non- contnbuting and intrusIve structures, c) Replacement of damaged extenor features with virtUally the same material; d) AddItions, partial demolItIOns or alterations to Historic Landmark SItes or Structures whICh fully conform to the standards of Section 30.100 of the Development Code and which are not visible from the street; . e) InstallatIon of fewer than four parkmg spaces; f) InstallatIOn of signs less than four square feet; g) Any sImilar alterations or use which does not detract from the character of a HIstoric Landmark SIte or Structure. (541) 726-3753 .. .J 12/6/2002 3 ~, MINOR ALTERATION STANDARDS (30.100) The standards listed below will be used by the city staff to evaluate the applIcant's submIttal informatIOn. The applIcant should carefully read the standards when compi1mg therr applIcatIOn to ensure complIance wIth these standards. 1. Any proposed uses shall minimize extenor alteration of the histonc landmark sIte or structure and its environment, uses that requrre substantial exterior alteratIon shall not be pefffiltted. 2. The dIstinguishing ongma1 qualIties ofthe hIstonc landmark site or structure and Its envIronment shall not be substantially altered. The removal or alteration of any historical matena1 or dIstinctlVe archItectural features shall be prohIbIted except where an immediate hazard to the public safety eXIsts. 3. All historic landmark sites or structures shall be recognized as products of their own tIme. AlteratIOns which have no historical basis and which seek to create an earlier appearance shall be prohIbIted. 4. Changes that have taken place in the course oftime are evidence of the history and development of an hIStOriC landmark SIte or structure and Its environment. Where changes have acquired sigmficance m their own nght, this sigmficance shall be recognized. 5. Distinctive stylIstIc features and examples oflocal or period craftsmanship, which characterize an hIStqriC landmark SIte or structure, shall be retained. 6. Deteriorated architectural features shall be repaired rather than replaced. In the event replacement cannot be avo~ded, the new material shall match the material being replaced in composition, design, color, texture, and visual qualities. Repair or replacement of missing archItectural features shall be based on an accurate duplIcate features substantiated by historic, phYSIcal or pictona1 evidence rather than on conjectural designs or the aVailability of different architectural elements from other bUl1dmgs or structures. 7. New design for undeveloped historic landmark SItes in the Washburne Historic Landmark District and for alteration to existing historic landmark sites and structures shall be permitted when they complement sigmficant historic, archItectural or cultural features and the design is compatIble with the size, scale, color, matena1 and character of the property, neighborhood or envrronment. 8. I I would like to restore my house at 833 E St to original condition. There have been i \ \,~~ many changes made over the last 95 years, so knowing exactly what the house looked like originally is all but impossible. None of the original windows remain, the original siding has been covered with a new material, and a foundation has been added. My intent is to, as faithfully as possible, bring the home back to its 1910 look. The following is a list of ' jobs to be undertaken. There will be others that pop up as work progresses; my intention(<' is to deal with each issue in the most a}-'}-'J:vpriate historical manner. Here is my initial ~j'\:' list. It covers the vast majority of exterior appearance issues. EX}Jose, repair, and where necessary replace the original siding. The finished siding will be 3~' lap over shingles. Trim throughout will be period style - approx 51/2" xl". See drawings. Last available paint color appears to be off-white over forest green. Note- siding to be removed has been tested, and contains no asbestos - report included. Remove lattice on porch, replace with shingles and 2x8 cap board. Build up posts with I x6 to make effective 6x6 posts. See drawings. Replace all opening house windows (currently aluminum storm windows) with new double hung wood windows. The replacement windows I am looking at fit into the existing window sash and end up recessed in a style typical of the original windows. I will put a sill on the windows and reinstall the wide (about 5 W') original style trim. The original trim size will be clear after the old siding is removed. See drawings. I am getting bids on replacement of the fixed pane windows in the north wall of the living room, and the northwest comer of the living room. I hope to replace them With something "period". I hope that folks get to see this on Monday, but understand if my delays put things off until the August meeting. I had a few thoughts that the Historic commission might have some input on. Here are photos of the existing house, and two photos of possible windows for the living room. My drawings show a four pane upper window on the opening double hungs. If six pane gridding, or no grid at all is more period, I am open to that. In my drawings for the porch, I went with a shingled railing. I see some homes in the area with a shingled, or sided (lap, beveled,...) porch railing, others have a banister-like painted wooden railing.. (see drawing) I am open to either. I don't see a "trend" among mill cottages; perhaps you/commission members would have an idea. On the descending porch railing, I show shingles as the facing, If lap siding, banister type framing, or an open rail is more typical, please let me know. I am keeping my eye out for a better front door. Raised panel seems more period. They come up once in awhile. I'd like something with a few high windows in it.
