NO. 05-30 A RESOLUTION RECOMMENDING AND APPROVING AWARD BY THE LANE COUNTY BOARD OF COMMISSIONERS OF A CONSTRUCTION CONTRACT FOR THE MARTIN LUTHER KING, JR. P ARKW A Y PROJECT. WHEREAS, Lane County has provided a fixed amount offunding for the Martin Luther King, Jr. Parkway project (PROJECT) in the amount of $5.24 million; and WHEREAS, the City of Springfield has entered into an Intergovernmental Agreement with Lane County dated February 25, 2003 and has agreed that Lane County will provide design and construction management for the PROJECT and will award the construction contract for the PROJECT, and further agreed to provide funding for the PROJECT which exceeds $5.24 million, other than costs related to inclusion of a Bus Rapid Transit (BRT) lane in the PROJECT; and WHEREAS, at the City of Springfield's request, Lane County has bid the PROJECT with two alternate paving types, asphalt and concrete, so that a life cycle cost analysis can be used in evaluating the bids for a recommended award of the contract; and WHEREAS, Lane County has requested that the City of Springfield provide a confirmation of availability offunding to complete funding for the PROJECT after opening of bids, but prior to award of bids for the PROJECT by the Lane County Board of Comm issioners; and . WHEREAS, Lane County has requested that the City of Springfield select one of the alternate paving types to recommend for the award of contract for the PROJECT; and WHEREAS, bids were received by Lane County on May 12,2005 and the low responsive bid on the PROJECT construction was by Delta Construction Company, and the City staff life cycle analysis indicates that the concrete pavement alternate is the lower cost alternate pavement type over the life of the roadway, and staff has determined that sufficient funding is available and budgeted to cover the City responsibility of costs for the PROJECT, including contingency. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Springfield that: I) The City of Springfield hereby confirms to Lane County that adequate City funding is available to provide funding for the PROJECT which exceeds $5.24 million, other than costs related to inclusion of a Bus Rapid Transit (BR T) lane in the PROJECT; and 2) The City of Springfield hereby recommends and approves award of PROJECT construction contract to Delta Construction Company with the concrete pavement alternate, for a total contract amount of $7,236,209.34. 3) This Resolution shall take effect upon adoption by the Council and approval by the Mayor.
