RESOLUTION NO. 05-44
A RESOLUTION TEMPJARIL Y DESIGNATING A 3S MPH SPEED ZONE ON BEL TUNE ROAD
WHEREAS, pursuant to Oregon Revised Statutes 810.010(3) and 810.180(8), the City of Springfield
as "Road Authority" may establish by Ordinance or Order a temporary designated speed for
highways within the City of Springfield jurisdiction that is lower than the statutory speed; and,
WHEREAS, THE City of Springfield has determined in its judgment that a temporary designated
maximum speed of 35 mph on Beltline Road is necessary from Gateway Street to Game Farm Road
South in the City of Springfield to protect the safety of the public and workers due to construction or
maintenance activities which are occurring within the specified distance on Beltline Road.
NOW THEREFORE, based on the foregoing Recitals the City of Springfield, acting as the Road
Authority pursuant to Oregon Revised Statutes 810.010(3) and 810.180(8), hereby resolves as
follows:
1.
Beltline Road, from its intersection with Gateway Street to its intersection with Game Farm
Road South, hereby shall have a temporary designated maximum speed of 35 mph.
The temporary maximum speed of 35 mph shall be from July 14, 2005 through August 31,
2006 for all vehicles.
This Resolution is necessary due to the necessity to protect the safety of the public and
workers during the temporary conditions arising from the following construction or
maintenance activities:
Project Name: Martin Luther King Jr. Parkway
This project reconstructs and widens Beltline Road. Construction work on Beltline Road
involves shifting traffic lanes throughout the life of the project. Due to limited distances in
the project area the longest taper length available to safely transition traffic is based upon a
speed of 35 MPH, and, during construction lanes will be narrower than under existing
conditions, and, there will be heavy truck traffic using the route to access the Martin Luther
King, Jr. Parkway project in RiverBend and the hospital project
This temporary designated speed shall be posted at each end of the portion of the Beltline
Road where the temporary designated speed is imposed and at such other places on the
highway as may be necessary to inform the public.
This temporary designated speed shall be effective when the sign giving notice of the
temporary designated speed are posted.
. All signs installed pursuant to this order shall comply with the provisions of ORS 810.210 and
810.220.
The City Traffic Engineer is authorized and directed to take all appropriate action to
implement the terms of this Resolution and Order.
If the City Traffic Engineer determines it is necessary to protect the safety of the public and
workers, the City Traffic Engineer is authorized to shorten or extend the timeline specified in
Section 2 based on construction activity described in Section 3.
