RESOLUTION 05 - 58
A RESOLUTION MODIFYING AND EXTENDING
THE PROGRAM OF DISCOUNTED SYSTEMS DEVELOPMENT CHARGES
IN THE DOWNTOWN AREA
WHEREAS, on December 4,2000, the Springfield City Council adopted Resolution 00-61,
adopting a System Development Charge Methodology; and
WHEREAS, on December 4, 2000, the Springfield City Council adopted Resolution 00-62,
adopting the rate structure for System Development Charges in conformance with such
methodology (the "Rate Resolution"); and
WHEREAS, in adopting the Rate Resolution the Council found and determined that reduced
systems development charges in the downtown area would promote development and economic
activity in the downtown area; and

WHEREAS, in adopting the Rate Resolution the Council provided that all systems development
charges imposed by the city of Springfield would be discounted in the Downtown Development
Area, as defined in the Rate Resolution, by 50 percent for a three year period, beginning on
December 4,2000, and ending on December 3, 2003; and
WHEREAS, the City Council, by Resolution 03-52 modified and continued the program of
discounts for Systems Development Charges in the Downtown Development Area by providing
for a discount of 100 percent for a one year period beginning on December 4,2003; by 75
percent for a one year period beginning December 4,2004; and by 50 percent for a one year
period beginning on December 4,2005; and
WHEREAS, THE City Manager has presented information and material with respect to the
application of the discount program during the period beginning December 4,2003, and has
recommended that the discount program be renewed and continued by providing that the
discount remain at 75 percent through December 3, 2007 and then by providing for a discount of
50 percent for a two year period beginning December 4,2007; and
WHEREAS, the Council has considered the information and material supplied by the City
Manager, and is fully informed with respect to the matter; and
WHEREAS, the Council finds and hereby determines that such discounts do not alter, affect,
amend or change the existing SDC Methodology, as adopted by Resolution 00-61; and
WHEREAS, the Council finds and determines that the findings and determinations set forth in
the Rate Resolution remain valid and appropriate; and
. WHEREAS, the Council finds and determines that it is in the public interest to continue the
program of discounts on Systems Development Charges in the Downtown Development Area for
an additional three year period; and

WHEREAS, the council notes that, pursuant to the provisions in Rate Resolution (00-62), there
have been administrative adjustments in the SDC rates effective on each July 1 st following
adoption of the Rate Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF
THE CITY OF SPRINGFIELD THAT the "City of Springfield System Development Charge
(SDC) Rate Structure, Effective December 4, 2003" be amended by modifying and extending the
discount on Systems Development Charges in the Downtown Development Area as described
herein; and
BE IT FURTHER RESOLVED, that the rates set forth therein are modified to reflect
annual adjustments according to the change in the National Cost Construction Index ("CCI");
and
BE IT FURTHER RESOLVED, that the City Manager or the City Manager's Designee
is authorized and directed to use the attached rate structure in administering Section 3 .400
through 3.420 of the Springfield Municipal Code and calculating the system development
charges, including the adoption of rates for Development in the Downtown Development Area
which shall have a 100 percent reduction in rates for the period from December 4, 2003, through
December 3, 2004; a 75 percent reduction in rates for the period from December 4,2004,
through December 3, 2007; and a 50 percent reduction in rates for the period from December 4,
2007, through December 3, 2009; and
BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by
the Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of ~
for and ~ against, this 28th day of November ,2005.

SYSTEM DEVELOPMENT CHARGE (SDC)
RATE STRUCTURE
EFFECTIVE December 4, 2005
Stormwater SDC
$0.323 per square foot of impervious area. This charge is considered to be solely an
improvement fee, with no reimbursement component.
Local Wastewater SDC:
$44.14 per Plumbing Fixture Unit (PFU), as defined in the 1997 Uniform Plumbing Code with
Oregon Amendments of April, 2000. This charge consists of $25.07 per PFU reimbursement
rate and $19.07 per PFU improvement rate.
Where a discharge, or a portion of a discharge cannot, in the opinion of the City, be adequately
characterized by a PFU count, the charge shall be calculated per discharge equivalent to a typical
dwelling unit (EDU). This charge is $882.50 per EDU, $501.55 of this charge is a
reimbursement rate and $381.25 of this charge is an improvement rate. The EDU equivalent
discharge is equal to 167 gallons per day.
Transportation SDC:

$103.28 per average weekday vehicle trip end $19.09 of this charge is a reimbursement rate and
$84.19 is an improvement rate. Calculated trip ends shall be adjusted by removing expected
pass-by trips from the calculation of charges. The Public Works Department shall maintain a
table of standard pass-by trip adjustments for common land uses, using the best data available.
Administrative Char2es
A 5% surcharge will be added to the total SDC, including the MWMC Regional Sanitary Sewer
SDC, to recover the direct cost of administering the SDC program, as provided in ORS 223.
The rates listed above will be adjusted July 1st of each year according to the change in the
National Construction Cost Index (CCI), beginning July 1 s\ 2006.
Downtown Development Area Discount
All local SDC charges as outline above shall be discounted in the Downtown Development Area,
as shown on the attached map, by the following amounts:
From December 4,2003, through December 3, 2004 - 100 %
From December 4, 2004, through December 3, 2007 - 75%
From December 4,2007, through December 3,2009 - 50 %
. Thereafter: no discount
This discount will not apply to MWMC Regional SDC charges or Willamalane Park SDC
charges which are collected by, but not imposed by, the City of Springfield.
