As requested by Linda Boothe of Oregon Dome, Inc" PSI representative Troy Hull vvas at
Oregon Dome this date to visually observe (I) quality control procedures for the nailing of
brace panels and (2) nailed construction of 2 of 9 alternate brace panels. The panels are being
constructed for the Crescent project for Soft Tech Building Systems, Springfield, Oregon.
General Observations, Unapproved dravvings are being used to fabricate panels. PSI rep.
recommended that all construction be based on the approved construction documents. Linda
mentioned that she did compare her unapproved set to the approved set at the construction site
and found no discrepancies.
According to Linda, construction of all panels at Oregon Dome is being performed by 2
employees vvho are experienced vvith this type of panel construction. Currently, there is no
documented in-house "check" system for' verifying compliance vvith construction documents.
PSI rep recommended that a check system be immediately implemented vvhere, as a minimum,
an Oregon Dome employee other than the one doing the nailing of the panel, check the nailing
pattern for compliance, document this in vvriting, and keep on file for futUre reference.
PSI rep. inspected tvvo alternate brace panels vvhich visually appeared to meet the project
requirements (as supplied to PSI by Linda Boothe) of 8d nails at 3" on center at the edges and
8d nails at 12" on center in the field, except that the top 5.5" of panelboard has not been
attached yet. See diagram belovv.

Linda explained that the top 5.5" will be nailed at the site by others. Oregon Dome does not
inspect the nailing pattern at the site for compliance. PSI rep. recommended that accountability
be established for any nailing at the site by others. Note that the accountability may not be the
responsibility of Oregon Dome.
Conclusions. Provided that approved construction documents are the basis for construction and
a verifiable in-house "check" system is established by Oregon Dome, PSI rep. believes that
brace panels for the Crescent project can be nailed in accordance with the project requirements.
The two alternate brace panels inspected this date visually appear to meet the project
requirements of the construction documents provided. by Oregon Dome.
