Work Session Meeting
MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, SEPTEMBER 26, 2005
The City of Springfield Council met in a work session in the Jesse Maine Room, 225 Fifth
Street, Springfield, Oregon, on Monday, September 26,2005 at 5:34 p.m., with Council
President Woodrow presiding.
ATTENDANCE
Present were Councilors Woodrow, Ballew, Ralston, Lundberg, Fitch and Pishioneri. Also
present were Assistant City Manager Cynthia Pappas, City Attorney Joe Leahy, City Recorder
Amy Sowa and members of the staff.
Mayor Leiken was absent (excused).
I. Justice Center Citizen Advisory Committee Application Interviews.
Justice Center Project Manager Assistant Susanna Julber presented the staff report on this item.
There are five vacancies on this newly-created CAC, for the following positions:
Position # 1: Downtown Business Representative
Position #2: Downtown Business Representative
Position #3: Architect
Position #4: At Large Community Member
Position #5: At Large Community Member
The initial recruitment for these openings began June 17,2005, and closed July 15,2005.
Council leadership extended the deadline for recruitment to September 16,2005, as we received
only six applications following the initial recruitment.
As of September 16, the City has received 13 applications, from the following people: Kevin
DelConte, Dwight Dzierzek, Jim Eckman, Scott Olson, Harold Petersen, Clark Roeder, Eldon
Shields, Bryn Smeltzer, Vangy Smith, Maren Tomblin, John Tuttle, Gery VanderMeer, and
Hillary Wiley.
Iri order to design a facility that will be an asset to Springfield's downtown, the City's Justice
Center project requires substantial input from City residents and business owners, and as such,
the CAC will provide input throughout the design process in regard to the outward design of the
facility and its relationship to downtown Springfield. The primary responsibilities of the CAC
members will include the following:
· Review of the program narrative provided by the consultant;
· Review of the desfgn of the facility at major milestones in the design process, to ensure that
it fits in with its surroundings;
· Support of the public process during the land use application activities; and
· Support to the Council in outreach to the general community regarding the project design,
including sponsorship of "Open Houses" and other community forums.

The CAe will not be involved in the internal design of the facility, as the internal functions will
have security-related implications and it is critical that these issues be kept confidential, for
proper operations and safety. ORS 192 (1S) and (23) exempt the City from public disclosure
requirements for specific operational plans, and for records or information that would threaten
security measures in buildings and other property.
Ms. Julber noted that two of the applicants had withdrawn during the day, so council would be
interviewing 11 applicants. Council discussed which questions should be used for the
candidates. Ms. Julber explained the purpose for some of the questions.
Council interviewed the following candidates:

2. Jim Eckman
3. Scott Olson
4. Harold Peterson
5. Eldon Shields
6. Bryn Smeltzer
7. Vangy Smith
8. Maren Tomblin
9. John Tuttle
10. Gery VanderMeer
Dwight Dzierzek did not show for his interview.
Following the interviews, council discussed the qualifications of each applicant. Council chose
the following to be appointed to the Justice Center Citizen Advisory Committee:
1. Jim Eckman
2. John Tuttle
3. Eldon Shields
4. Maren Tomblin
5. Scott Olson
Discussion was held regarding whether or not Ms. Tomblin would be able to serve if the
architectural firm she worked for was chosen for this project. The City Attorney would be
contacted for his recommendation if that was the situation.
Ms. Pappas noted that these applicants did not have to be notified until after the architect was
chosen on Tuesday, September 27.
Councilor Fitch said if one of the applicants could not serve due to a conflict, the Mayor could
appoint the fifth person or they could keep the number at four.
ADJOURNMENT
The meeting was adjourned at 7:32 pm.
