Final Site Plan Review Application Process
1. Applicant Submits a Fin'al Site Plan Review Application to the Development Services
Department
. The application must conform to the Final SIte Plan RevIew SubmIttal ReqUIrements
Checklist on page 4 of this application packet.
. Planning DIvision staff screen the submittal at the front counter to determIne
whether all required Items listed in the Final Site Plan RevIew SubmIttal
Requirements ChecklIst have been submitted.
. Applications missing required Items will not be accepted for submittal.
2. City Staff Conduct Detailed Completeness Check
. Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
. The assigned Planner notifies the applicant in wntlng regarding the completeness of
the application.
. An application IS not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been prOVided.
. Incomplete applications, as well as Insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application & Issues Final Approval
. This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
. Decisions address all the applicable approval criteria and/or development standards.
. Applications may be approved, approved with conditions, or denied.
. The City malls the applicant and any party of standing a copy of the decision, which
IS effective on the day It IS mailed.
. The decision issued is the final decision of the City and may not be appealed.
4.
City Drafts a Development Agreement
. Applicant and City sign Development Agreement
. FInal Site Plan and Development Agreement become null and vOid If construction
has not begun within two years of signing the Development Agreement.
5.
City Conducts Final Site Inspection
. City authonzes provision of public facIlities and services and Issues Certificate of
Occupancy

The following memo IS In response to your 6 conditions of approval that were Included In your Notice of
DecIsion - site Plan Review & Tree FellIng for the new Thurston Elementary School for the Springfield
Public Schools. The Items below are numbered to correspond With your numbered condItions of approval.
The final Site Review Plan and DWP application IS also attached.
The eXisting pedestrian connection at the southeast corner of the site Will be maintained both
dUring construction and after project completion
2 the eXisting 8" line Will be replaced With a new 15" line under a separate PIP permit. The
District Will be prOVidIng a bond for the PIP work listed here and below Our cIvil engineers
have been working With the City's engIneers who have directed us to walt on bonding until their
review of PIP fInal scope IS agreed upon
3. The vegetative water quality swales Will be fully vegetated pnor to Issuance of occupancy
permit.
4 A public easement (please refer to attached recorded easement) has been recorded by the
Springfield City Surveyor for the new Sidewalk parallel to Thurston Road In order to maintain
the continuity of the public Sidewalk system along Thurston Road.
5 A DWP application has been prepared and IS being submItted along With thiS final Site Plan
6 Tree felling'
a NotIfication Will be prOVided to Steve HopkinS at the City of Springfield 5 days prior to
commencement of tree felling operations.
b Appropriate erosion control measures Will be In place before the commencement of tree
felling
c. SOil and debns tracked onto the street by vehicles and equipment Will be cleaned up uSing
shovels In a timely manner and not washed Into the storm drain system.
