Final Site Plan Review Application Process
1. Applicant Submits a Final Site Plan Review Application to the Development Services
Department
. The application must conform to the Fmal Site Plan RevIew SubmIttal Requirements
Checklist on- page 4 of this application packet.
. Planning DivIsion staff screen the submittal at the front counter to determine
whether all required items listed in the Fmal SIte Plan RevIew Submittal
Requirements ChecklIst have been submitted.
. Applications missing required Items will not be accepted for submittal.
2. City Staff Conduct Detailed Completeness Check
. Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
. The assigned Planner notIfies the applicant in writing regarding the completeness of
the application.
. An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, ItS impacts, and ItS compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been prOVided.
. Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application & Issues Final Approval
. This IS a Type I decision and thus IS made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
o Decisions address all the applicable approval criteria and/or development standards.
. Applications may be approved, approved with conditions, or denied.
\
. The City mails the applicant and any party of standing a copy of the decision, which
IS effective on the day It is mailed.
o The decision Issued is the final decision of the City and may not be appealed.
4. City Drafts a Development Agreement
. Applicant and City sign Development Agreement
. Final SIte Plan and Development Agreement become null and vOid If construction
has not begun within two years of Signing the Qevelopment Agreement.
5. City Conducts Final Site Inspection
. City authorizes prOVIsion of public facilities and services and issues Certificate of

The follOWing memo IS In response to your 9 conditions of approval that were Included In your Notice of
Decl~lon - Site Plan Review & Tree Felling for the new Maple Elementary School for the Spnngfleld Public
Schools. The Items below are numbered to correspond with your numbered conditions of approval The
final Site Review Plan and DWP application IS a/so attached.
1. The vegetative water quality swales Will be fully vegetated prior to Issuance of occupancy
permit.
2. An 8' fence Will be Installed along the southern and eastern property lines except the last north
\ section of the east fence adjacent to "J" Street Will be 6', Refer to revised Site Plan
, 3. A lockable vehicle gate and a lockable person gate Will be provided at the 23rd Street entrance
to the site Refer to final Site Plan.
4 New 150 watt HPS fIxtures Will be provided at the 4 locations Indicated under a separate PIP
project. The District Will be providing a bond for the PIP work listed here and below Our CIVil
engineers have been working with the City's engineers who have directed us to walt on bonding
until their review of PIP final scope IS agreed upon.
5 The curb tight Sidewalk Will be removed and a public easement (please refer to attached
recorded easement) has been recorded by the Spnngfleld City Surveyor for the new Sidewalk
parallel to J Street in order to maintain the continuity of the public Sidewalk system along J
Street. It IS our understanding from conversations with you that the last sentence (''The
Sidewalk cannot be removed") of the finding on page 7 was to keep In eXistence the raised
elongated Island that separates the bus drop-off lane from J Street. It IS our intention to keep
thiS raised feature but to encourage pedestrian use of the new Sidewalk south of the bus drop-
off We believe thiS Will minimiZe potential conflict between traffiC and pedestrians.
6 A new portion of concrete walk between the school property and the end of 22nd street along
With bollards at the 22nd Street end of thIS walk Will be proVided under the separate PIP project.
7 School speed zone slgnage, crossing warning signs, and crosswalk markings Will be prOVided
on 23rd street between the site and G Street under the separate PIP project
8 A DWP application has been prepared and IS being submitted along With thiS final Site Plan,
9. Tree felling:
a. Notification Will be prOVided to Steve Hopkins at the City of Spnngfleld 5 days prior to
commencement of tree felling operations
b Appropnate erosion control measures Will be In place before the commencement of tree
