Development Issues Meeting Request
Dear Karen,
Please accept this letter and the attached materials as a request for a Development Issues Meeting
Attached you will find ten (10) individually bound copies, each including the following, thiS cover letter,
the Development Issues Meeting Application Form, a full-Size site plan, as well as an 11x17 reduced
size site plan
The proposed project IS for a new Lowe's home Improvement store, which Will be located Within
Phase 1 of the recently approved Marcola Meadows Master Plan area As depicted on the Preliminary
Site Plan, the proposed development Will Include the development of the new store, associated
parking areas, landscaping, and utility and Infrastructure Improvements Primary access to the store
WIll be from a new Signal-controlled intersection along Marcola Road, from which a driveway Will
extend Into the property to the north Secondary access Will be prOVided via a new collector road
which Will extend north from Marcola Road and ultimately seNe the entire Master Plan area A full-
access driveway Will extend Into the property from thiS road
As suggested on the Development Issues Meeting Application form, we have prepared five questions
and/or areas of concern that we would like to dISCUSS With Staff dUring the meeting
From submittal of a Site Plan ReView application to final approval of construction documents,
what Will the procedure, process and anticipated tlmellne be for the various stages of the
project?
2 Please deSCribe what the diVISion of responsibilities Will be With regard to publiC Infrastructure
and utility Improvements between Lowe's and the developer of the Master Plan SpeCifically,
what can Lowe's and the developer antiCipate In terms of tlmeframes for permit release and
processing?
3 The proposed store Will require approval of a Drinking Water Protection Overlay District
Development Application What does the Applicant need to be aware of With regard to how
the two different Time of Travel Zones Will affect the proposed store?
4 What are the key requirements from the Master Plan Conditions of Approval that Lowe's
needs to be aware of In preparing the Site Plan ReView application?
5 What Will be the role and responsibilities of the Springfield Utility Board dUring the preparation
of construction documents for the project?
