We have ordered our response to correspond With the December 19, 2007 Staff Report and DecIsion. 1. All bloswale and Infiltration basins shown on our site plan shall be constructed and operation as part of Phase 1 development Refer to Site Plan General Note F added on the revised Sheet A 1. 2 The information on bloswale vegetation and flltenng media has been added. Refer to the revised landscape plan 3. When plans are submitted for a bUilding permit, Information Will be proVided as to whether water quality swales Will be fully vegetated at time of Installation or whether additional erosion control measures Will be Installed until the vegetation IS fully established. 4. Bloswales and Infiltration basins shall be clearly marked pnor to the start of construction to aVOid disturbance of SOils. Refer to Site Plan General Note G added on the revised Sheet A 1. 5 The property owners of Lot 4 (McMac llC) of the Liberty ProfeSSional center have given LlbertyBank approval for landscape and Sidewalk Improvements on the east Side of Lot 4 as part of the shared dnveway off International Way. A copy of thiS letter IS attached Also, McMac LLC and LlbertyBank Will provide whatever legal mechanism IS required for access easements are needed for thiS Sidewalk. It IS our understanding that the recorded easement can be submitted at a later date. All required easements Will be In place pnor to construction of the Sidewalk. 6. The east-west dnveway along Lot 1 Will be completed pnor to occupancy of LlbertyBank's Phase 1 development Refer to the attached letter from the property owner of lot 1 (Farwest Steel) of the Liberty ProfeSSional Center. ~ 7 The required clearance around the on-site fire hydrant and Fire Department connections shall be maintained. 8. Please refer to revised Sheet C2 for a drawing Illustrating the proposed water system check valve enclosure. \ 9 The masonry retaining wall has been deleted from the drawings As noted on Sheets A 1 and C3, we are requesting permission to bnng fill matenal onto the City-owned property to the north of our site to prOVide a grade transitions from our proposed new finish grades to the eXisting grades on the City-owned property ThiS tranSitIon IS required In order to maintain our fire access lane at the proper elevation of Within one foot of the 1 aO-year flood elevation. Our Type II Minor Vanance application (DRC2007-00067) has been approved by the City of Spnngfleld, pending our Final Site Plan Review approval. 11. Refer to the revised area calculations shown on Sheet A 1 and the landscape plan The calculations are now consistent between drawings 12 Please refer to the revised landscape plan Minor reconflguratlons to the parking layout have allowed us to achieve a mlnrmum of 10% of landscape area for Intenor parking for Phase 1. 13. Trees along property lines Will be planted In Phase 1 development. 14 Please refer to the revised landscape plan indicating locations of shrubs and groundcover. 15. Please refer to the revised landscape plan shOWing quantities of plant species. 16. Please refer to revised Sheet C2 and C3. A note has been added stating that the proposed construction shall be In conformance With the floodplain overlay approval 17 The property owner acknowledges responsibility for Instituting precautions to aVOId contamination of groundwater dunng construction Refer General Note 9 added to Sheet AO. 18. Our Dnnklng Water Protection Overlay application (DRC2007-00068) has been approved With conditions by the City of Spnngfleld Conditions remaining are to provide a Hazardous Matenal Inventory Statement and Hazardous Matenals Management Plan. As per the conditions of the Dnnklng Water Protection Overlay application, these Items Will be submitted to the City of Spnngfleld for review pnor to Issuance of bUilding permits Refer also to our response to the DWP Conditions of Approval, being submitted concurrently With thiS response 19 Please refer to the revised Sheet C3 that prOVides thicknesses for pavement and gravel bases In the paving details 20. The property owner acknowledges responsibility for ongoing maintenance of the pnvate stormwater faCilities located on the site.
