ORDINANCE NO. 6118 (Special)
AN ORDINANCE WITHDRAWING CERTAIN REAL PROPERTY KNOWN AS SMITH
INVESTMENT/LAURA STREET LOCATED IN WEST SPRINGFIELD, SOUTH OF HAYDEN
BRIDGE WAY AND HARLOW ROAD, NORTH OF L1NDALE AVENUE, WEST OF LAURA
STREET AND INCLUDING LAURA STREET RIGHT-OF-WAY, AND INVOLVING
APPROXIMATELY .51 ACRES, IDENTIFIED AS T17S R03W S22 MAP 44 PART OF TAX
LOT 7500, AND T17S R03W S27 MAP 14 PART OF TAX LOT 5000; HERETOFORE
ANNEXED TO THE CITY OF SPRINGFIELD FROM THE RAINBOW WATER DISTRICT.
WHEREAS, certain real property des~ribed below was annexed to the City of
Springfield by order of Lane County Local Government Boundary Commission under
Boundary Commission Number File EC SP 04-30, effective 06/29/04, and further described
in Exhibit A & B, and
WHEREAS, the property to be withdrawn is located within the boundaries of the
Rainbow Water District, and
WHEREAS, the City of Springfield Common Council held a public hearing and first
reading in the Springfield City Council Chambers on February 22, 2005, and a second
reading and adoption on March 7, 2005, in accordance with ORS 222,524, for the purpose
of hearing any objections to the withdrawal of the property from the public service district
mentioned and there having been no objections raised.

NOW THEREFORE THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
Section 1: The Common Council of the City of Springfield does hereby determine
that the real property described should be in the best interest of the City of Springfield
withdrawn from the Rainbow Water District in Lane County, Oregon, insofar as the property
is located therein.
Section 2: The Common Council of the City of Springfield does hereby determine
that the following described real property within the boundaries of the Rainbow Water
District is and shall be withdrawn from the Rainbow Water District in Lane County, Oregon,
said property being described as follows: Township 17South, Range 03West, Section 22
Map 44 part of Tax Lot 7500; also Township 17South, Range 03West, Section 27 Map 14
part of Tax Lot 5000 as more particularly described in Exhibit B of this ordinance, Boundary
Commission File Number EC SP 04- 30.
ADOPTED by the Common Council of the City of Springfield this 7th day of March
2005, by a vote of ~ for and ~ against.

EXHIBIT B
The Northerly 350 feet of the Laura Street right of way, Southerly of Harlow Road, b~ing,more
completely described as follows:
Beginning at a point, being the intersection of the Southerly right of way of Harlow Road with
the Centerline of Laura Street, said point bears 40 feet Southerly along the Westerly line of the
Jacob Halstead, Donation Land Claim No 47, in Section 22, Township 17 South, Range 3 West
of the Willamette Meridian; thence Westerly along the Southerly Harlow Road right of way 65
feet to point of intersection with the Westerly Laura Street right of way; thence along the

Westerly right of way of Laura Street the following four courses: 1) thence along the arc ofa 25
foot radius curve to the right"and arc distance of39.27 feet to the point of tangency, said point
lies 40 feet Westerly of the above said Donation Land Claim Line, which is the centerline of
Laura Street; 2) thence Southerly parallel with the above said Donation. Land Claim Line, 238
feet to ajog in the right of way; 3) thence Easterly, parallel with the centerline of Harlow Road,
15 feet to a point which li~s 25 (eet West of the above said Donation Land Claim line; 4) thence
Southerly, parallel with the above said Donation Land Claim line, and the Centerline of Laura
Street 87 feet to a point; thence leaving the Westerly right of way of Laura Street at right angles,
Easterly 50 feet to a point 5.00 feet Westerly of the Easterly right of way of Laura Street, said
point being on the current City Limits line; thence along the City Liinits line Northerly, parallel
with the above said Donation Land Claim line 186.26 feet to an offset point; thence leaving the
City Limits line, Easterly, parallel with the centerline of Harlow Road, 10.00 feet to a point on
the Easterly right of way ofl.aura Street; thence along the Easterly right of way of Laura Street
the following three courses: 1) thence Northerly, parallel with the above said Donation Land
Claim line 65.00 feet to another offset point in the said Easterly right of way; 2) thence
Westerly, parallel with the centerline of Harlow Road, 10.00 feet; 3) thence Northerly, parallel
with the above said Donation Land Claim line, 98.74 feet to the intersection of the Easterly right
of way of Laura Street with the Southerly right of way of Harlow road; thence leaving the
Easterly right of way of Laura Street on the extension of the Southerly right of way of Harlow
road,25.00 feet to the point of beginning, all in Lane County, Oregon.
