ORDINANCE NO, 6138 (GENERAL) AN ORDIN,ANCE PERTAINING TO SIGN STANDARDS AMENDING THE SPRINGFIELD MUNICIPAL CODE CHAPTER 8, AMENDING AND ADDING THE FOLLOWING SECTIONS OR PORTIONS THEREOF: 8.218 (3) Banner Permit Fees, 8.218 (4) BLIMPS, PORTABLE SIGNS, PENNANTS, BALLOONS AND SEARCHLIGHTS; AND 8.236 (6) PORTABLE SIGNS, THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD ORDAINS AS FOLLOWS: 1. SECTION 8.218 (3) Banner Permit Fees of the Springfield Municipal Code is amended to read as follows: "8.218 (3) Banner and Portable Sign Permit Fees, Two permits for each approved development area shall be permitted per calendar year. The fee for each pennit shall be set by resolution ofthe council. Each banners(s) and Portable Sign(s) shall be no larger than 60 square feet and be erected for a maximum of30 consecutive days. The banner(s) and Portable Sign(s) shall be located completely on private property and shall be in compliance with the required setbacks as identified in this Code. A security deposit is required when this permit is issued. If the applicant fails to remove the banners or Portable Signs by the date specified on the permit, the deposit shall be forfeited and the city may remove the banners or portable signs. If any banners or portable signs are erected without first obtaining a permit, the permit fee shall be doubled. Banners or portable signs erected by the city for city sponsored events, or the park district, utility company, or hospital for community events are exempt." 2. SECTION 8.218 (4) Blimp, Portable Signs,'Pennants, Balloon and Searchlight Permit Fees of the Springfield Municipal Code is amended to read as follows: . "8.218 (4) Blimp. Pennants. Balloon. and Searchlight Permit Fees. Two permits for each approved development area shall be permitted per calendar year. The fee shall be set by resolution of the council. The items shall be erected for a maximum of 14 days. The Blimp, Pennant, Balloon, or Searchlight shall be located completely on private property and shall be in compliance with the required setbacks as identified in this Code. A security deposit is required when this permit is issued. If the applicant fails to remove the blimp, pennant, balloon or searchlight by the date specified on the permit, the deposit shall be forfeited and the city may remove the blimp, pennant, searchlight or balloon. If a blimp, pennant, balloon or searchlight is erected without first obtaining a permit, the fee shall be doubled. Blimps, pennants, balloons or searchlights erected by the city for city sponsored events, or the park district, utility company or hospital for community events are exempt." 3. SECTION 8.236 (6) Portable Signs. Of the Springfield MunicipalCode is amended to read as follows: "8.236 (6) Portable Signs A sign which is not permanently anchored to a building or the ground in accordance with Section 8.204 of this Code, unless approved under special permit as described in Section 8.218 (3) ofthis Code."
