RESOLUTION NO 06-05
A RESOLUTION INITIATING ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF
SPRINGFIELD AND REQUESTING THAT THE LANE COUNTY LOCAL GOVERNMENT
BOUNDARY COMMISSION APPROVE THE ANNEXATION BY EXPEDITED PROCESS.
WHEREAS, the City received an application to annex 0.36 acres into the City of Springfield on August 5,
2005, said territory being described,as follows:
Township 18 South, Range 2 West, Section 6, Map 11, Tax Lot 800 as more particularly described in
Exhibit A of this Resolution.
WHEREAS, the territory proposed to be annexed is within the Eugene-Springfield Urban Growth
Boundary, and is adjacent to the City Limits; and
WHEREAS, the City Council is authorized by ORS 199.490(2)(a)(B) to initiate annexation upon
receiving consent in writing from a majority of the electors registered in the territory proposed to be
annexed and written consent from owners of more than half the land in the territory proposed to be
annexed; and,
WHEREAS, the property owners of the certain territory described in Exhibit A signed a consent to annex
(Exhibit B); and,

WHEREAS, four registered voters reside within the territory and have signed a consent to annex (Exhibit
B); and,
WHEREAS, the City Council is authorized by Springfield Development Code 6.030(2)(a) and ORS
222.111 and other applicable Oregon Revised Statutes to initiate annexation when the territory in the
annexation proposal can be provided with the minimum level of key urban facilities and services in an
orderly and efficient manner as defined in Eugene-Springfield Metro Area General Plan Policy 8, page II-
B-4; and where there will be a logical area and time within which to deliver urban services and facilities;
and
WHEREAS, minimum level key urban facilities and services are defined in the Eugene-Springfield Metro
Area General Plan, page V-3 as wastewater service, stormwater service, solid waste management, water
service, fire and emergency medical services, police protection, city-wide parks and recreation programs,
electric service, land use controls, communications facilities and services, and public schools on a district-
wide basis; and
WHEREAS, the territory proposed to be annexed can be immediately provided with a minimum level of
key urban facilities as described in Attachment 2; and
WHEREAS, the City Manager is authorized to forward this resolution supporting the applicant's request
for expedited processing to the Lane County Local Government Boundary Commission; and
WHEREAS, the City supports the applicant's request for expedited Boundary Commission processing.

NOW THEREFORE BASED ON THE FOREGOING RECITALS, THE COMMON COUNCIL OF
THE CITY OF SPRINGFIELD DOES RESOLVE AS FOLLOWS:
Section 1: The Common Council of the City of Springfield does hereby recommend approval of the
annexation of the subject territories to the City by the Lane County Local Government Boundary
Commission, Lane County, Oregon, said territories being described as follows:
Township 18 South, Range 2 West, Section 6, Map 11, Tax Lot 800, as more particularly
described in Exhibit A of this Resolution.
Section 2: This resolution shall take effect upon adoption by the Common Council of the City of
Springfield and approval by the Mayor.
Section 3: The City Council recommends that the Boundary Commission approve the proposed
annexation authorized by ORS 199.466 by expedited process without the study, public hearing and
adoption of final order required by ORS 199.461.
Section 4: The City Manager shall forward this resolution supporting the applicant's request for expedited
processing to the Lane County Local Government Boundary Coinmission.
ADOPTED by the Common Council ofthe City of Springfield this -L th day of February 2006 by a vote

Request to annex approximately 0.36 acres into the City
Subject:
Request: An application for Annexation was submitted to the Springfield Planning Division on
August 5, 2005, for property located at 4070 North Street, north of Jasper Road and west of
Filbert Lane, within Springfield's UF-I 0 Urbanizable Fringe Overlay District. The subject
territory is described as Assessor's Map Number, 18-02-06-11, Tax Lot 800. The property
abuts South Redwood Street and the Springfield City Limits onthe north, and North Street (not
annexed) on the south. The proposed annexation area is approximately 0.36 acres. The
property owners of the subject territory, Theresa and George Isaksen, have requested
annexation in order to seek development of the site with single-family residential densities,
consistent with the standards of the Low Density Residential (LDR) zoning district. If
annexation is approved, the owner proposes to develop a two or three lot partition in order to
construct one or two additional residential dwellings. '
Site Information: The proposed annexation area is contiguous with the Springfield city limits
along its northern boundary. .
Existing Use: The property is currently in residential use and is developed with the Isaksen's
residence.
Zoning and Plan Designations: The Springfield Zoning and Metro Plan designations are Low
Density Residential (LDR). The subject property abuts the UF-I 0 Urbanizable Fringe Overlay
District (with underlying LDR Springfield zoning) on the east, west and south and the LDR
zoning district on the north.
Natural Features: The subject property does not natural features such as wetlands, water
cours~s or steep slopes. Topography is relatively level.
According to FIRM Map Number 41 039C 1 I 62F, the property is within Zone X and is outside
the 500 -year flood plain.

Discussion: The proposal was distributed to 'PevelopmentReview Committee members for
evaluation ofthe ability to provide/extend the minimum level of key urban services as specified
in SDC Article 6 Annexation, Section 6.030(2)(a), and Metro Plan Policy 7.a., page II-B-4. Key
urban services are describes as: "sanitary sewers, solid waste management, water service, fjre-
and emergency medical services, police protection, parks and recreation programs, electrical
service, land use controls, communication facilities, and public schools on a district-wide basis (in
other words, not within walking distance of all students served). Paved streets with adequate
provision for storm water runoff and pedestrian travel, meeting applicable local policies, are
important, particularly in new developments and along existing streets heavily used by
pedestrians. "

Availability of Key Urban Services:
Sanitary Sewers _
Existing 8-inch sanitary sewer lines in North Street and South Redwood Drive have available
capacity to serve the annexation area and existing sanitary stub extensions are currently
available to the property from the lines in North Street and South Redwood Drive at sufficient
depth to serve the property upon annexation. As part of the City's North Street sewer
extension project P300 II, a service stub was installed was installed IS feet west of the east
property line and extended a distance ofl 0 feet to the subject property to serve the existing
residence at 4070 North Street upon annexation. A stub to the property from the South
Redwood Drive sewer was previously installed and will provide service to development of the
northerly portion(s) of the subject property.

Storm Water Management
An existing IS-inch stormwater sewer in Redwood Drive has available capacity to serve the
annexation area.
Water Service
Existing 8-inch water lines in North Street and South Redwood Drive are available to serve the
annexation area. Existing water line service stubs are currently available to the property from
the lines in North Street and South Redwood Drive, respectively. Springfield Utility Board
(SUB) currently provides water service to the existing residence at 4070 North Street. SUB
installed service to the south right-of-way of South Redwood Street during construction ofthe
adjacent subdivision in anticipation of future service to the subject property upon annexation.
Future water service for development of the subject property will be from South Redwood
Street, thus no additional construction will be required to provide water service to future
development of the property.
Solid Waste Management
The City and Sanipac have an exclusive franchise arrangement for waste management service
inside the city limits. Upon annexation, Sanipac will serve this property.

Fire and Emergency Medical Services
The Fire Marshall reviewed the application and has determined that fire and emergency services
are available to serve the site upon annexation. According to the GIS map dated July 2004, the
subject property is located within the four minute response time area of Springfield Fire and Life
Safety Fire Station 2 and 3. Existing streets provide adequate access to site. Hydrant H-1143
provides water supply on a 6-inch line.

Transpartatian Services
The City T ranspartatian Engineer has reviewed the applicatian and has determined that Narth
Street abuts the territary to. be annexed and currently pravides access to. the subject praperty.
If/when a partitian af the lat is appraved by the City af Springfield, access to. the nartherly
partian af the praperty will be fram Sauth Redwaad Drive. The site is within Lane Transit
District's service area.
Palice Pratectian
Upan annexatian the area will receive palice pratectian fram the City af Springfield, consistent
with service pravisian thraughaut the city and with service that is naw pravided to. adjacent
praperties. Narth Street directly abuts the site and pravides immedia~te access to. the prapased
annexatian area.
Parks and Recreatian Pragrams
After annexatian, the subject praperty will be within the Willamalane Park and Recreatian
District baundary. City residents receive park and recreatian services fram the District. The
District aperates two. aquatic centers, a Cammunity Center, an Adult Activity Center, and 31
parks cantaining a variety af autdaar recreatianal amenities. There are two. existing
neighbarhaad parks narth af Jasper Raad: Dauglas Gardens Park at 3455 S. Redwood Drive,
and Valunteer Park, at 4350 Mt. Vernan Street. Other nearby recreatianal apportunities
include Clearwater Park, a special use park with Willamette Riveraccess, which is lacated sauth
af Jasper Raad, at the end of Clearwater Lane. Willamalane levies System Development
Charges far residential develapment when building permits are issued.
Electric Service
Springfield Utility Baard (SUB) pravides electrical service to. this area.
Land Use Cantrals
The City and Lane Caunty ~dapted an intergovernmental agreement in 1987 transferring all
building and planning autharity in the urban transition area fram Lane Caunty to. Springfield.
Since enactment af that agreement the City's Develapment Services Department has pravided
all planning and building functians far th~ citizens and praperty owners af the subject praperty.
The City af Springfield Develapment Services Department will cantinue to. pravide land use
cantral far the site after annexatian.
Cammunication Facilities
Qwest and Comcast currently pravide telephane and cable cammunicatian service in this area
far and an array af wireless campanies pravide a number af different cammunicatian services.
The City has n,o exclusive franchise arrangements with telecammunicatian ar wireless
campanies. The field is campetitive and therefore guarantees a wide selectian currently and
upan annexatian.
Public Schaals
The annexatian area is within the baundaries af Springfi~ld District 19. The schoo.l district has
nat registered appasitian to. this annexatian request. Schaals are Maunt Vernan Elementary,
Agnes Stewart Middle and Springfield High Schaal.
