Caption: Question: Summary: . EXHIBIT A Ballot Title CITY OF SPRINGFIELD BALLOT MEASURE XX-XX FIVE YEAR LEVY FOR POLICE SERVICES AND MUNICIPAL JAIL OPERATIONS Shall Springfield levy $1.09 per $1,000 assessed valuation for five years beginriing 2008/09 for public safety services and jail operations? This measure may cause property taxes to increase more than three percent. Passage ofthis measure would fund two public safety services: renewal of current levy for police and court services, and for operation of a municipal jail, scheduled for opening in 2010. The current levy for police services, expiring on June 30,2007, provides funding for police officers and support personnel. Renewal of this levy would continue to provide improved response times from police officers and community service officers to citizens calling for service, and funds for municipal court operations. The construction of the justice center will begin in 2009. A design is near completion for the administration wing and a jail facility providing lockup for 100 prisoners. This levy would provide partial funding for the jail. Court fines, prisoner fees and leasing jail cells would provide other funding. The jail would provide space for sentenced defendants and reduce the number of defendants who fail to appear for scheduled court dates. The City Council stated it would not construct the j ail portion of the justice center if funds for j ail operation are not secured. The estimated tax which would be raised by this levy are 2008/09 - $3,405,664; 2009/10 - $3,517,534; 2010/11 - $3,632,460; 2011/12 - $3,740,534; 2012/03 - $3,851,850 for a total of$18,148,043.
