No. 6162 (General)
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD
AMENDING Article 1, "SPRINGFIELD BUILDING CODE ADMINISTRATIVE CODE"
OF THE SPRINGFIELD DEVELOPMENT SERVICES DEPARTMENT; COMMUNITY
SERVICES DIVISION BUILDING SAFETY CODES.
WHEREAS, the Building Safety Codes specifies that rates, permit fees, license fees, and
other fees and charges are adopted by Ordinance of the Common Council; and
WHEREAS, the opportunity for public comment at a public hearing has been provided
prior to the adoption of this Ordinance; and
WHEREAS, the proposed Building Safety Code sets forth all rates, permit fees, license
fees, and other fees.
WHEREAS, it is proposed to modify certain rates, permit fees, license fees, and other fees
set forth in Tables 3-B, 3-D, and 3-F which are increased or modified as specified below.

WHEREAS, in Table 3-B, the "Electric Labels" nomenclature has been changed to
"Electric Quick Permits" , in Table 3-D, Mechanical Quick Permits labels at a $50 fee for a pack
often has been specified; and Table 3-F, section (i), "Remodels Commercial/Industrial
Buildings" has been changed to "Remodels Commercials/Industrial Buildings & Tenant Infill",
section U) "Same As Plan Review Submittal", section (n), the fee for Fire & Life Safety Systems
Plan Review When Required, have been changed to more accurately reflect the actual cost ofthe
services performed.
NOW THEREFORE, THE CITY OF SPRINGFIELD CITY COUNCIL DOES ORDAIN
AS FOLLOWS:
Section 1: The fees specified in Tables 3-B, 3-D, and 3-F of Article 1, Building Safety
Code, attached hereto and incorporated herein by reference are hereby adopted and made a part of
Article 1, Building Safety Code:
Section 2: In the event a particular rate, permit fee, license fee, or other fee or charge
previously adopted in the Building Safety Codes or by Ordinance has been inadvertently omitted
from those designated in Article 1 attached hereto and incorporated herein by reference, such rate
permit fee, license fee or other fee or charge shall be deemed to be included and incorporated into
this Ordinance and adopted herein by reference. It is the intent of this Ordinance to reestablish all
such omitted fees and charges at the amounts that they existed immediately prior to this
Ordinance.

Section 3: If any particular rate, permit fee, license fee, and other fee or charge should be
held invalid by operation of law or any court of competent jurisdiction of the enforcement of any
fee restrained by such court pending the final determination as to its validity, the remainder of the
rates, permit fees, license fees, fees and charges specified in the Building Safety Codes, Article 1,
shall not be affected thereby and shall remain in full force and effect.

Section 4: Future Ordinances of the Common Council may be adopted to amend, add, or
delete any rate, permit fee, license fee, or other fee or charge.

In addition to the Building Permit Fee, the Plan Check Fee shall be 65% of the Building Permit fee.
For the purpose of defraying the cost of applying regulations as provided in ORS 455.447 a surcharge of 1 % to
the total fees collected for essential, hazardous, major and special occupancy structures shall be collected.
Value Table adopted using 2002 ICBOStandards Valuation Table and increased yearly using the Consumer
Price Index from the prior year rounding to the nearest dollar.

The valuation of building construction for building permit purposes shall be the actual total construction cost for the proposed project,
including all classes of work. Section 108.3 of the Oregon Structural Specialty Code (OSSC) and the Oregon Residential Specialty
Code (ORSC) require permit valuation to include the total value of the work for which a permit is being sought, such as architectural,
structural, electrical, gas, mechanical, plumbing equipment and other permanent systems, including material and labor. The applicant
for a permit shall provide an estimated permit value at the time of application. If, in the opinion of the Building Official, the valuation
is underestimated on the application, the permit shall be denied unless the applicant can provide detailed cost estimates to meet the
approval of the Building Official. Final building permit valuation shall be set by the Building Official.
The valuation tables below are square foot default tables for certain Occupancies and Type of Construction, provided as a courtesy for
permit applicants and are to be used only as a beginning estimate of construction costs where accurate estimates of construction costs
have not been determined prior to permit application. As stated previously, permit valuation shall be based on the actual cost of
construction.

Fire & Life Safety Plan Review When Required
(1) 3% of the total valuation of the work to be performed for the system up to a system;s contract
value of $50,000, then $3.00 for each additional valuation of $1 ,000 or portion thereof. The
minimum charge shall be no less than $120. Additional staff time for work performed in excess of
2 hours: An additional $15 for every 15 minute portion (or part thereof).
(2) Fire Sprinkler Systems, if less than 20 heads affected, than $60 per hour.
(3) Fire Marshal second reinspection fee $25.00
(4) Fire Marshal Referral: $60 if referral exceeds one hour processing time, an additional $15 for
every 15 minutes or part thereof.
(5) Fire & Life Safety New Construction:
(a) Each residential structure requiring a building permit shall pay $0.05 per square foot on area
covered in the building permit.
(b) Each commercial/industrial structure requiring a building permit shall pay $0.10 per square
