ORDINANCE (Special)
No. 6180
AN ORDINANCE ADOPTING THE REPORT OF THE CITY ENGINEER FOR IMPROVEMENTS ON
WEST I STREET: KELLY STREET TO WATER STREET, AND VICINITY (P20340), AND DECLARING
AN EMERGENCY. .
NOW THEREFORE THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
Section I: The Springfield City Council on June 2, 2003, did initiate construction of improvements on
West I Street from Kelly Boulevard to Water Street, and Vicinity (P20340), including paving, curbs & gutters,
sidewalk, storm drainage, street trees and street light improvements.
At the direction ofthe Council, the City Engineer filed his report with the City Recorder on June 30,
2006, and the report filed is hereby adopted.
Section 2: Upon receipt ofthe above Engineer's Report, the Finance Director gave notice informing
all interested property owners benefited by the proposed improvement to appear before the Council in the City
Council Chambers, City Hall, 225 Fifth Street, Springfield, Oregon, on July 17,2006, to present their views
for or against such project. The public hearing was held and people appeared for and against the project.
Section 3: The Finance Director is directed to advertise that bids will be received for the construction
of the above improvement project in accordance with the City's general conditions and standard specifications
and that the project shall be awarded in the City Council Chambers of City Hall. The Council reserves the
right to reject any or all bids deemed unsatisfactory.
Section 4: The Finance Director is directed to post notice of pending assessments on the City's lien
docket for properties that will be assessed for the cost of this project.
Section 5: Such improvement is necessary for the immediate preservation of the public health, safety,
and welfare of the City of Springfield and therefore an emergency exists and this ordinance shall become
effective immediately upon passage by the Council and approval by'the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, this 17tlt day of July, 2006, by a

1.00 In accordance with Section 3.004 of the Springfield Municipal Code, the following is
submitted for your action(s):
1.10 Description: Paving, Curbs and Gutters, Sidewalk, Storm Drainage, Street Trees, and
Street Light Improvements for subject project.
1.20 Dimensions of proj ect, owners of benefiting properties, and boundaries of assessment
area are shown on the attached drawing (Exhibit A). A list of the current property owners
or contract buyers is also attached (Exhibit B).
2.00 Engineer's Estimated Costs (Final actual cost will be determined upon completion of the
project). The assessment will be on a guaranteed per front foot basis, as outlined below,
or on the actual average unit cost per front foot, whichever is lower, against those
properties immediately abutting upon and benefited by their respective improvement.

You may choose to finance your assessment through the City's Bancroft program. The current
interest rate for the Bancroft program is 6.65%. The City offers a 10 year fInancing program with
semi-annual payments. If you are a senior, you may qualify for the Senior Deferral Program
which is run through the state and works much like the State's Property Tax Deferral Program.
"Income" shall be a total of that of all members of the household and all persons sharing title to
the property. Total income shall include, but not be limited to, wages, tips, interest, dividends,
rental income, business income, Social Security benefIts, pensions and annuity income, alimony,
child support, welfare payments, veterans' benefIts, and others.

6.00 The following, if any, are special considerations pertinent to this project:
6.10 There are Community Development Block Funds attached to this project. This project is
included in the FY 2006-2007 capital budget. Block Grant funds will be used in this
project to lower assessments in accordance with the Guaranteed Cost per Front Foot
Program.
6.20 The property assessment rate for those uses (or zonings) listed in items 2.30 and 2.40
above are guaranteed, based on the Engineer's Estimate. After completion of the project,
a compilation of full costs will be made and a cost per front foot of the property covered
by items 2.30 and 2.40 will be established. If costs are lower per front foot, then
assessments will be adjusted accordingly.
6.30 A neighborhood meeting was held on June 6, 2006 in City Offices.
