RESOLUTIONNO 06-39
A RESOLUTION INITIATING ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF
SPRINGFIELD AND REQUESTING THAT THE LANE COUNTY LOCAL GOVERNMENT
BOUNDARY COMMISSION APPROVE THE ANNEXATION BY EXPEDITED PROCESS
WHEREAS, the Common Council is authorized by ORS 199.490(2)(a)(B) to initiate annexation
upon receiving consent in writing from a majority of the electors registered in the territory proposed
to be annexed and written consent from owners of more than half the land in the territory proposed
to be annexed; and,
WHEREAS, one hundred percent of the property owners of the territory signed the consent to annex
petition (Exhibit 1); and,
WHEREAS, one hundred percent of the registered voters within the territory signed the attached
consent to annex petition; and,
WHEREAS, the territory to be annexed is within the Eugene-Springfield Urban Growth Boundary
and can be provided with urban services.
NOW THEREfORE THE CITY OF SPRINGFIELD DOES RESOLVE AS FOLLOWS:
Section 1: The Common Council of the City of Springfield does hereby recommend approval of the
expedited annexation of the subject territory to the City by the Lane County Local Government
Boundary Commission, Lane County, Oregon, said territory being described as follows:
Township 17 South, Range 2West, Section 05, Map 21, Tax Lot 8700, more particularly
described in Exhibit 2 of this Resolution.
Section 2: The Council further requests thatthe Lane County Local Government Boundary
Commission approve the proposed annexation authorized by ORS 199.466 without the study,
public hearing and adoption of a fmal order required by ORS 199.461.
Section 3: This Resolution shall take effect upon approval by the Council and approval by the Mayor.
ADOPTED by the Common Council of the City of Springfield this 18thday of September 2006,
by a vote of 6 for and 0 against.

TO: LANE COUNTY LOCAL GOVERNMENT BOUNDARY COMMISSION
We, the undersigned, constitute the owners of at least one-half of the land area ofthe property described in the
attachment marked "Exhibit A AND
We desire to be annexed to the City of Springfield. A mapis attached marked "Exhibit B~howing the
affected territory and ~ts relationship to the present city limit boundaries:
The annexation constitutes a minor boundary change under the Boundary Commission Act and should therefore
be considered by the Boundary Commission and, after study, a Final Order should be entered by the Boundary
Commission.

Beginning at a point in the center of County Road No. 287, said point being on the west line of
the David Arthur Donation Land Claim No. 47 in Township 17 South, Range 2 West of the
Willamette Meridian, 1827.1 feet South 0003' West of the Northwest corner thereof; thence from
said beginning point run South 890 10' East 35.00 feet to a point on the east margin of County
Road No. 287. Said point being the true point of beginning. Thence along the east margin of
County Road No. 287 South 0003' West 300.00 feet thence leaving said east margin and running
South 89010' East 252.12 feet Thence North 0003' East 300.00 feet. Thence North 89010' West
