ORDINANCE NO. 6184 (General)
AN ORDINANCE AMENDING SPRINGFIELD MUNICIPAL CODE (SMC) SECTION 5.258,
"THE SPRINGFIELD SOCIAL GAMING CODEjTEXAS HOLDEM POKER CARD
TOURNAMENT" ORDINANCE.
The Common Council of the City of Springfield finds as foll.ows:
1. It is in the public interest.for the City of Springfield to amend SMC Section 5.258,
"The Springfield Social Gaming Code, Texas Holdem Poker Card Tournament" so
as to prohibit the collection of a $5.00 fee per player for each tournament to be
paid to tournament organizers. ~
2. It IS in the public interest for the City of Springfield to amend "The Springfield
Social Gaming Code, Texas Holdem Poker Card Tournament" as described above
so as to comply with Oregon law.
3. It is in the public interest for the City of Springfield to amend "The Springfield
Social Gaming Code, Texax Holdem Poker Card Tournament" SMC Section
5.258(11) to make the licensing deadlines clearer for the public and/or tavern
owners.
NOW THEREFORE, based upon the foregoing findings, 'the City Council of the City of
Springfield ordains as follows:
Section A. Section 5.258(2)(c) is hereby deleted from the SMC.

Section B. Section 5.258(2)(d) is hereby amended by renumbering to Section
5.258(2)(c).
Section C. Section S.258(9)(c) is hereby amended to read as follows:
"5.258(9)( c).
(c) Limitations: There shall be no house player, house bank, house
, dealer, house odds, and there shall be no income from the
, operation or buy in fees of the Texas Holdem Poker Card
Tournament and tournament organizers may not charge any fee to
players or participants in Texas Holdem Poker Card Tournaments
'as. described in the SMC other than the buy in fee described in
Section 5.258(2)(b)."

Section D. Section 5.258(10)(a) is hereby amended to read as follows:
"5.258(10)(a).
(a) Except for the buy in fee described in Section5.258(2)(b), no fee
may be charged to the players and paid to the house or
tournament organizer." ,
Section E. Section 5.258(11) is hereby amended to read as follows:
"5.258(11). All licenses issued hereunder shall be for a period of one year and
shall be renewed annually not later than July 1 of each year. Licenses are not
,transferable and must be reapplied for not later than July 1 of each year.
Persons applying for licenses must submit an application and the appropriate fee.
All persons securing a license shall be required to pay an annual fee of $100.
There shall be no proration for licenses applied for or renewed after July 1
regarding the annual fee. All renewals shall be approved by the City Manager's
office."
SectionF. Except as specifically modified herein, all other language of the SMC Social
Gaming, Texas Holdem Poker Card Tournament Ordinance as previously adopted
remains in full force and effect.
Adopted by the Common Council of the City of Springfield this, 18tijJay of September ,
2006, by a vote of 6 in favor 0 against.
