RE: Housing Report for 3378 Elliot Lane, Springfield, Oregon
Dear Mr. Shafer:
I'm writing in regard to the preliminary inspection conducted by the Springfield Building
Division relative to the proposed work to be performed on the dwelling located at the a-
bove referenced address.
The enclosed items 'shall not be construed as a complete list of Housing Code violations,
but rather as a supplemental list to your existing report detailing deficiencies and cor-
rective actions necessary. These items shall be included as part of the original report
and corrective action shall be necessary for obtaining substantial compliance to the Uni-
form Housing Code (U.H.~.) as adopted by the City of Springfield. '
STRUCTURAL AND FIRE AND LIFE SAFETY
1) Every sleeping room shall have at least one window or,exterior door approved for
emergency exit or rescue. Where windows are provided they must have a net clear
openable area of not less than 4 square feet with no dimension less than 22 inches,
U.H.C. 801. The north bedroom window does not meet this minimwn size requirement
and shall be replaced. Section 104 (b) of the State Structural Speciality Code and
Fire and Life Safety Code requires that installation or replacement of glass shall
be as required for new installations; that being double glazed glass with a minimwn
net clear opening of 5.7 square feet with a minimwn height of 24 inches and width
of 20 inches.
2) The existing chimney is not an approved,type and fails to have sufficient structural
support. Additional support shall be provided for the chimney or removal of the
chimney will be required. U.H.C. 1001 (c) 7
3) Additional floor support shall be provided for the bathroom fixture area. U.H,C.

The missing or damaged roof support struts shall be repaired or replaced as to design

The stored vehicles, metal objects, used materials, and other miscellaneous debris
that exist in public view shall either be removed or screened from view by an en-
closure of a permanent nature affixed to the ground. U.H.C. 1001 (d) and Section
5-1-1 of the Springfield City Code (copy attached).

ELECTRICAL SAFETY
The electrical system has been improperly altered and maintained and constitutes hazardous
wiring as described in Section 1001.' (e) of the Uniform Housing Code as adopted by the City
of Springfield. Although the existing electrical system may have met the standards of the
Code that was in effect at the time of its installations, alterations, and/or improper main-
tenance require corrections to be made in accordance with both the Uniform Housing Code as
adopted by the City of Springfield and the current Oregon State Electrical Specialty Code
(E.S.C.). Oregon Electrical Safety Law Section 22-110 states that electrical work performed
on property that is for rent, sale or lease, shall be done by an electrical contractor.
1) The water heater supply cable shall not be less than a number 10 copper with ground.
Where the cable is run in an open area and sub}ect to physical damage, the cable shall
be protected in flexible steel conduit. E.S.C. 422-5 (a) and 336 (b)
2) Install outlet boxes for all lighting fixtures. E.S.C. 300-15
3) All lighting fixtures and electrical equipment in grounded areas (kitchen, bathroom,
utility room, and outside areas) shall be properly bonded. E.S.C. 250-42
4) The range and dryer outlets shall be properly wired to all applicable code standards.

5) A grounding type receptacle shall be provided for the washing machine outlet. E.S.C.

6) Additional wiring 'and branch circuits will make the existing service ampacity insuf-
ficient in size. The service ampacity shall be increased by not less than SO ampere,
230 volt with adequate breaker spaces for all required circuits. E.S.e. 230-74 and
230-94
7) It is recommended that grounding type receptacles be installed ,in the kitchen and
bathroom area. Also, the additional installation of ground fault interrupter cir-
cuits for the bathroom and outside receptacles will give protection from the pos-
sibility of electrical shock through'ground faults.
SANITATION
The plumbing system is badly deteriorated and has been improperly maintained and falls into
the category of hazardous plumbing as described in Section 1001 (f) of the Uniform Housing
Code as adopted by the City of Springfield. Although the existing plumbing may have met'
the standards of the Code that was in existence at the time of its installation, alterations
and/or improper maintenance reuqire corrections to be made in accordance with both the Uni-
form Housing Code as adopted by the City of Springfield and the current O~egon State Plumb-
ing Specialty Code (P.S.C.).

2) The water supply for the existing bathtub shall be a minimum of 1 inch above the
flood level rim of the fixture. P.S.C. 1003
