The City appreciates the opportunity that Willamalane has to accept the historic house and understands that timing of the house move is a critical issue in Willamalane's ability to accept the structure. While per~anent placement of the house cannot be permitted until the Dorris Ranch Plan is approved, we have concluded that moving and temporary storage of the house will not adversely impact Goal 5 or Willamette Greenway goals. The proposed location of the house, in the Phase 1 entry area of the "unofficial" Doris Ranch Plan appears to be appropriately out of the way of GoalS riprarian and wetland areas. Therefore, the City will allow temporary siting and storage of the house prior to formal approval of the Dorris Ranch Plan, consistent with the Willamette Greenway and Site Plan provisions of the Springfield Development Code, as long as Willamalane continues in its good faith effort to submit the necessary materials to support approval of that Plan. In your letter, you stated that one 18" diameter oak tree and two very small oaks were proposed to be removed. As you know, the Willamette Greenway is concurrent with the no~th property line of Dorris Ranch. Technically, only diseased or hazardous trees are allo~ed to be removed withir. the Greenway without a permit. However, in order to enable the house move, and due to the size of the large oak proposed to be removed, the City will allow the tree removal under the co~dition that a minimum of three oak trees, 4" in caliper be immediately planted as replacement trees. These trees must be replanted within the vicinity of the hcuse, as soon as possible after the move which you stated was to be early January. If the trees cannot be planted by January 15, 1995 due to weather conditions or delays in the house move, please let me know so that a revised timetab:e can be implemented.
