RE: Occupancy Inspection at 2238 Debra Drive, Springfield, Oregon
Dear Ms. Smith:
At your request the Springfield Building Safety Division conducted an Occupancy
Inspection at the above referenced address.
The proposed use of a portion of the building as a day-care facility will cate-
gorize its usage as an E-3 Occupancy.
A Conditional Use Permit, granted by the Springfield Planning Commission, is re-
quired for this occupancy located within property zoned RL, The Conditional Use'
Permit application is to be initiated by the property owner through the Spring-
field Planning Department.
The following items shall be installed, replaced or repaired in order to conform
to the applicable code standards for that occupancy,
STRUCTURAL SPECIALTY CODE AND FIRE AND LIFE SAFETY CODE (S.S.C,)
1.
Inadequate design and assembly of the patio roof support system has
~an unreliable safety condition relative to the structural longevity
~atio covering. Areas of immediate concern are the overspan of the
9Y 4 inch rafters and their attachment to the existing building.

The patio covering shall be completely removed or repaired in accordance with
applicable design standards for that type of construction,

All glazed panels that have been damaged, creating a potential safety hazard,
shall be replaced.
3.
The wall and ceiling coverings in the remodeled garage area have not been
~roperly attached to the wall and ceiling supports. The maximum spacing
o~ fasteners, measured from center to center shall not exceed 7 inches.
4. An inspection by the Springfield Fire Prevention Bureau relative to smoke
detector requirements and fire extinguisher locations shall be conducted and
their findings are to be included as items required for this occupancy,

ELECTRICAL SPECIALTY SAFETY CODE (E.S.S.C.)
1. The grounding of electrical equipment is essential to reduce the possible hazard
of electrical shock when a ground fault occurs within the electrical system. In- /
stalling grounding type duplex receptacle outlets and the 'bonding of the electrical
equipment in the areas where the children will be located will minimize the pos~'
sible danger from electrical shock.
2. To provide protection from the possibility of fire due to w~r~ng defects, exten-
sion sleeves shall be installed in all outlet boxes that are not flush with the
finished wall surfaces.
3. To prevent the loosening of conductor splices and terminal connections, the wall
switches and receptacles shall be properly secured to their outlet boxes.
4. The service panels must remain readily accessible at all times for emergency
purposes and maintenance. Remove the shelf built directly in front of the sub-
panel and maintain the necessary clearances for accessibility to the panels,
5. In the situation of a fire, all electrical wiring in a residence shall be capable
of being disconnected from one location. The sub-panel (extension service equip-
ment) shall be protected by a sub-main disconnect within the main service panel.
6. The improperly installed and defective lighting fixtures create a potential
shock and fire hazard. The electrical contractor shall check all fixtures and
make the necessary repairs or replacements.
PLUMBING SPECIALTY CODE (P.S.C.)
1. To prevent the possibility of ~nJury or interior water damage resulting from the
possible release of scalding water from the pressure relief valve mechanism, the .
valve discharge opening shall be piped to the exterior of the building and turned
downward. i

All necessary permits shall be obtai~ed and required inspections approved before a
Certificate of Occupancy will be issued.
