HomeMy WebLinkAboutItem 02 Continuation of Pioneer Parkway EmX 30% Design Corridor Review Meeting Date: Meeting Type: Department: Staff Contact: Staff Phone No: Estimated Time: February 19,2008 Work Session Public Works Tom Boyatt ~ . 744-3373 45 minutes AGENDA ITEM SUMMARY SPRINGFIELD CITY COUNCIL ITEM TITLE: CONTINUATION OF PIONEER PARKWAY EMX 30% DESIGN CORRIDOR REVIEW ACTION REQUESTED: Continue to review design detail and project issues from 30% Plans submittal and provide LTD and City staff direction on project design review and approval. ISSUE STATEMENT: At its work session on February 4,2008 Council did not complete the review of the project design and key issues for EmX Pioneer Parkway project's 30% Plan submittal. The work session is continued to February 19,2008 in order to complete the presentation, answer questions, discuss the issues andyrovide direction to staff. ATTACHMENTS Attachment A: Issues List DISCUSSION/ FINANCIAL IMPACT: On February 4, 2008 the Council was presented with the EmX 30% Plans corridor review to highlight the proposed treatment of issues including but not limited to impacts to private properties, loss of on-street parking, and changes to the Pioneer Parkway and International Way corridors. Due to time constraints a number of issues were not reviewed with Council and will be addressed at this meeting, and possibly at one or more additional meetings as necessary. The issues not yet covered include project betterments to mitigate corridor wide operational impacts, signal operations and intersection designs, sight distance concerns at International Way/ Sports Way, mid-block station locations and treatment for pedestrians at these locations, and construction phasing. ODOT project issues to be addressed include the IGA between ODOT and LTD, access management, lane geometries and widths, and bike lane connectivity. Please see Attachment A to this AIS for a list of the issues indicating what was covered on 2/4/08, and what remains to be covered. Please also refer to the AIS packet from 2/4/2008 for description of the issues, maps, and other graphics. Staff will pick up the discussion by quickly summarizing the issues addressed at the meeting on 2/4/08 and addressing any questions, before moving on to discuss project betterments, the balance of engineering issues and ODOT issues. Next steps will be for LTD to submit 70% Plans to staff, iron out any final details, and then prepare a 100% Plan Set for City PIP approval. Following PIP approval by the City Engineer, the project would begin construction. Construction is anticipated to occur in 2009 and 2010. Attachment A Kev Issues The following Key Issues were discussed by Council during the February 4 Work Session: 1. Property owner/tenant notification of project and identification and resolution of Issues. 2. Bike Path treatment crossing EmX. 3. Need for a fence/barrier due to conflicts between ErnX and Rosa Parks path. 4. Tree removal and replanting on Pioneer Parkway Median, Parkway East and Parkway West between "F" Street and Hayden Bridge. Remaining Key Issues for discussion are: 5. Project betterments to mitigate corridor wide operational impacts. 6. Pedestrian activated signal crossing south of roundabout. Ene:ineerine: Issues The following Engineering Issue was discussed by Council on February 4: 4. Lighting the Rosa Parks Path. Remaining Engineering Issues for discussion are: 1. Signal Operations and intersection designs. 2. Manage safe vehicle turn movements at International Way/Sports Way near double sided Sports Way ErnX Station. 3. Need to provide utility plan showing existing and proposed locations for all utilities. 5. .Mid-block pedestrian crossings. 6. Construction Phasing. ODOT Issues These issues have not yet been discussed: 1. ODOT & L TD Inter Governmental Agreement 2. Access Management Strategy 3. Lane geometrics and widths 4: Bike lanes and connectivity Also please note that the Council request to see final station locations on Gateway and Harlow as recommended by L TD, with City staff concurr~nce, will be provided at the meeting. These locations will also include pedestrian crossing treatments. Finally, L TD will bring an updated property contact list to the meeting on February 19th. Attachment A - page 1 of 1
