Dear Mr. Wetzel,
At your request, the Building Division of the City of Springfield inspected the,
'standing water on your property on February 8, 1978. You indicated that the two
houses built by Blue Ribbon Homes, that face 46th Street, contributed to your lot
receiving an increased amount of water.' Upon investigation, we found that Blue
Ribbon Homes installed a drainage line from the rear of their property, which.
adjoins your property, to the drainage ditch on 46th Street. Water that rises
higher than the drainage ditch on 46th Street, will be drained from your lot
through this line. However, water below the level of the drainage ditch on
46th Street~ will not be conveyed through this line, thus it appears that Blue
Ribbon Homes has attempted to provide a system of drainage to prevent any exces-
sive accumulation of water on your property due to the construction.'
It was also noted that your lot is also lower than that portion of street serving
the mobile home park that adjoins your property, which could be a contributing
factor in water buildup.
In viewing all of the adjoining land around your lot, it appears your lot is the
,lowest in elevation. It also appears that the drainage ditch on Daisy Street
is lower .than the rear portion of your lot, and possibly you could install a
drainage line to' that ditch.
