Dear Mr. Hescheles:
This letter is written in regards to your variance request heard by the Springfield Building Board of
Appeals on August 7, 1997.
Your request was to install an additional 12 wall signs (logos) as defined in the Springfield Sign Code.
Section 9-7-2 identifies Sign Copy as "Any lettering, artwork, logos placed on a building wall or on a sign
face".
As explained to you at the meeting, in order for the Board to approve a variance request, one or more
"findings of fact" must be mel:
. There are unusual conditions associated with the ~."~_..; or structure.
. Granting of the variance would have no significant adverse affects on the public welfare or
neighboring ~."~".::es.
. The need for a variance has not arisen solely from a previous code violation and the hardship is not
self imposed.
. There are not other practical alternatives available that better meet the provisions of the Springfield
Sign Code.
The Board could not identify any conditions as specified above in order to granl your request. Therefore
the Board voted unanimously to deny the variance. Although the Board supports the concept of using
logos, the Board does not have the authority to approve your variance request.
As we stated in the meeting, this letter is written to you to provide to the City Council if you choose to
pursue approval. The Board feels the word "logo" should be removed from the defmition of sign copy and
should be allowed in commercial and industrial districts provided the combined square footage of the
existing wall signage and the proposed logos do not exceed the allowable area for the specific sign district.
As calculated in the August 7,1997 meeting, the existing signage and the proposed logos would be at
approximately 75% of the allowable wall signage.
The Sign Code, along with a number of other Codes in the City are updated yearly. We will be requesting
City Staff to review the possibility of a Code change within the next year.
