Homeowners Association Members:
First, I would like to thank the Association for inviting me to
answer questions at your last meeting. At the request of members
present at that meeting, I am writing to address a couple of the
issues that were discussed so the Association may proceed with a
plan of action.
1- STREET LIGHTS: Since the meeting, I requested that Ray
Meduna, SUB Electrical Engineer, forward me a layout of the
street lights he intended to energize through the utilities
agreement with the Association. In reviewing the layout, I
compared it to the original plan and found that two (2) street
lights appear to have been removed. To provide the required
level of illumination on the private street, it will be
necessary to reinstall a light near the center of the first
East-West private street South of Daisy Street. The original
plan (copy attached) shows a street light centered in lot 4,
block 4 of the subdivision. The second light was located near
the curve at the intersection of this street with the street
to the East. The original plan shows a light at the beginning
of the curb radius near the southeast corner of lot 7, block
4 of the subdivision. To facilitate installation of these
lights, we would allow their location to be adjusted slightly
to avoid driveways or other utilities.
We ask that the Association coordinate the re-installation
location of these two lights with our office, and with Ray at
SUB, 746-8451, ext. 408.
2- PARKING ON PRIVATE STREETS: As discussed in my letter dated
November 5, 1991, the private streets both North and South of
Daisy street which serve the subdivision are only 24' wide,
and do not allow for safe maneuvering of vehicles;
particularly emergency vehicles which may need to access the
subdivision; if parking is allowed on them. The approval of
the development was contingent on the requirement that NO
PARKING be allowed on the private streets.

We require that the streets be posted NO PARKING, and request
that the Association coordinate size, type, and location of
signage with either Dean Bishop or Scott Morris of the City
Traffic Division.
3- COMMON AREA DEVELOPMENT: The original concept by which the
subdivision was approved was to include a common open space
which was to be developed for use by all residents. Since
this common area is in a BPA easement for high tension power
lines, it is understandable that there is concern for use of
the area, particularly in light of the recent studies
regarding the effects of EMF from such lines on human health.
I was asked if a large portion of the common area could be
used for raising Christmas trees so the Association could
generate some revenue from this otherwise unused area. I
don't think the BPA will allow trees to be planted in the
easement, which if allowed to grow could interfere with the
power lines. I would ask that you contact the BPA to clarify
allowed uses within the easement, and then submit a revised
common area proposal for review and approval by the City prior
to implementation of any use proposal. Please contact Greg
Mott, City Planning Manager, at 726-3774 regarding any change
in the common area development from the original approved
plans.
Thank you for the cooperation shown by the Association in an effort
to resolve these issues.
