The applicant requests a variance from Section 9-7-18 (I) of the Springfield Sign Code relative to the maximum allowable wall signs. The property is in the 1-5 Commercial Sign District. 4. AppliClU't'< QM~ The applicant is requesting a variance from Chapter 9, Article 7 of the Springfield City Code. More specifically, they are requesting a variance from Section 9-7-18 (I) relative to the maximum allowable wall signs. The property is located in the 1-5 Commercial Sign District. BackVTound The current Sign Code was adopted by the Springfield City Council in June of this year. The prior Code was approved by the City Council in May of 1994. Although a number of changes were made to the current sign Code, no changes were made relative to the requested appeal. The following sections of the Sign Code apply to this request: 9-7-2 Definitions. Sign Copy. Any lettering, artwork, logos placed on a building wall or on a sign face. Wall Sign. A sign painted on or attached to a building wall that projects no more than 12" from the wall. Signs placed on, attached to or constructed on a canopy, awning or marquee, whether or not such structures are located in the public right of way, are also considerCd wall signs. 9-7-18 1-5 Commercial Sign District. (1) Single Businesses. Each business shall be permitted a maximum of 3 wall signs totaling a maximum of 350 square feet for all faces. Di~cussinn The applicant is requesting a variance to allow 12 additional wall signs (business logo's) to be placed on awnings located on their building. The business is currently at the maximum allowable signage for the 1-5 Commercial Sign District. The applicants request indicates that although the number of wall signs will exceed the allowable number in this sign district, the combined square footage would not exceed the allowable 350 square feet. Although the square footage of the signage is a small percentage of the allowable area, the Code allows a maximum of three wall signs and allows staff no exception for increasing the number of wall signs if the square footage is under the allowable area. The City receives and responds to a number of concerns regarding existing and proposed signage in the Gateway area. The City Council has in the past also mentioned concern with the number of signs in this area. Because the Gateway area is located adjacent to 1-5, the area is allowed more signage (three wall signs and two freestanding signs) than any other sign district within the City and the City's Urban Growth area. Although the applicant has stated in their application that there are 240 Ethan Allen Stores which reflect the new signage on their structures, the City of Springfield Development Services Department has been ;.- .~, . . Ethan A lien Staff Report July 22, 1997 Page 2. provided with a Sign Code which has been through public review and change over the past year, and adopted by the Springfield City Council. Prior to any change in the Sign Code, copies of the proposed changes are mailed to area sign contractors and any interested citizen and/or business owner. A meeting is then scheduled to meet with contractors to discuss the proposed changes and any other changes that they may feel are necessary in the Sign Code. After just completing the most recent revision of the Code, no business owner, sign contractor, or staff member requested that logo's be removed from the definition of sign copy. Recommendation Staff recommends denial of the request based on the following: 1. An inspection by staff of the site could identify no unusual conditions associated with the site which would justify additional signage for identification purposes of the structure. 2. The granting of this variance could represent a precedence for additional wall signage in the 1-5 Commercial Sign District by using logo's as identification in addition to the allowable three wall signs. 3. The square footage of the proposed signage is a small, however, the Sign Code allows a maximum of three wall signs and allows staff no exception for increasing the number of wall signs.
