" . -, CITY OF SPRINGFIELD Department of Public Works December 7, 1981 Ms. Marge Batchelor Z377 Corral Drive Springfield, Oregon ?1/611 - I) 1-.s-4 ,. / 97477 RE: Courtesy Inspection at 4260 Daisy Street, Springfield, Oregon Dear Ms. Batchelor: At the request of the tenants, Barbara Lund and Evelyn Crosby, the Springfield Building Division conducted a Courtesy Inspection of the structure located at the above referenced address. Investigation of the complaint revealed that there existed two living units, each being occupied and rented as separate units on the same parcel of property Zoned RA, (Suburban District). Section 5.02 of the Springfield Zoning Code stipulates that permit- ted buildings and uses in that Zone shall be limited to include one family dwellings or duplexes located on corner lots. Subsequently, the illegal use of the back structure as a second living unit must be discontinued within thirty days from the date of this let- ter, January 7, 1981. The following items pertain only to the front building, as items that do not meet the standards of the Uniform Housing Code (U.H.C.) as adopted by the City of Springfield. STRUCTURAL AND FIRE AND LIFE SAFETY 1) Each bedroom shall be provided with an openable window with a clear area of not less than four square feet with no dimension less than 22 inches. U.H.C. 801 2) The wood stove being used for the primary heating source has been installed im- properly and shall not be used until all of the below violations are corrected. U.H.C. 1001 (g) (1) a) The concrete block chimney is unlined and not suitable for a solid fuel burning appliance." b) The stove is located on material not sufficient for protection of a com- bustible floor. c) The wall protection is inadequate for reduced combustible wall clearances. d) The stove pipe is not secured wtihsheet metal screws. e) The chimney connection pipe is less than the minimum 18 inches from com- bustible material. 3) The roof covering has deteriorated to the extent that it now fails to provide an ef- fective waterproofing for the interior of the structure. U.H.C. 1001 ecl " :/ 5) The utility room flooring and floor supports have deteriorated due to exce,ssive moisture contact.U.H.'C. 1001 Cc) ELECTRICAL SAFETY The electrical system has been improperly altered and maintained and constitutes haz- ardous wiring as described in Section 1001 (e) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing electrical system may have met the standards of the Code that was in effect at the time of its installation, alterations, and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the Ci.ty of Springfield and the current Oregon State Electrical Specialty Code (~;S.S;C.) 1) Install not less than 125 ampere, 230 volt raintight service equipment with adequate breaker spaces to supply all required circuits. E.S.S.C. 230-74, 363-2 2) Extension sleeves shall be installed in all outlet boxes that are not flush with the finished wall surface in combustible walls. E.S.S.C. 370-10 3) The rating of the individual branch circuit serving the water heater shall not be less than the marked rating of the appliance being served. E.S.S.C. 422-5 4} The wiring supplying the water heater shall not be less than Number 10-2 copper with ground and protected with conduit where run in exposed areas to the heater. E.S.S.C. 110-8 and 422 5) The defective wiring on the exterior and below the structure shall be removed and reinstalled using conduit and protective raceways for wiring in all exposed areas. E.S.S.C. 110-3 ~nd 336-6 (b) 6) The defective switches, receptacles, light fixtures and all other damaged electrical equipment shall be replaced. E.S.S.C. 110-3 and U.H.C. 701 Cb) 7) All electrical equipment shall be secured and rigidly fastened to the surface upon which they are mounted. E.S.S.C. 370-13 8) All grounding type receptacles installed on nongrounded circuits except those for the required grounded w~sher and kitched circuits shall be replaced with standard receptacles. E.S.S.C. 210-7 (~) 9) A light fixture, connected to the existing wall switched circuit, shall be reinstal- led over the kitched sink area. E.S.S.C. 110-8 10) All wiring that has been installed additional to the original w1r1ng installation shall be replaced in accordance with an approved wiring method. E.S.S.C. 110-8 . . ,"t- ":... Ms. Marge Batchelor 4260 Daisy Street Courtesy Inspection December 7, 1981 Page 3. 11) All electrical work performed on property that is for rent, sale or lease, shall be done by a licensed electrical contractor. E.S.S.C. 814-22110 SANITATION / The plumbing system is badly deteriorated and has been improperly maintained and falls into the category of hazardous plumbing as described in Section 1001 (f) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing plumbing may have met the standards of the Code that was in existence at the time of its installation, alterations and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the City of Springfield and the current Oregon State Plumbing Specialty Code (P.S.C.). 1) The plumbing falls into the category of hazardous plumbing for the following reasons: a) The clothes washer is being drained to the exterior of the building only. P.S.C. 303 b) The water closet is leaking and not secured to the floor. P.S.C. 302 c) The water heater 1S leaking and is not provided with a pressure relief valve. P.S.C. 1007 (e) d) The drainage pipes of the kitchen and lavatory sinks are leaking. P.S.C.302 e) A shut-off valve has not been provided at the water heater location. P.S.C. 1005 (b) The above items shall be corrected within 30 days of the date of this letter, January 4, 1981~ If these items are not corrected and required inspections conducted within this time, the structure will be posted "SUBSTANDARD BUILDING -- DO NOT OCCUPY".
