ISSUE The Arts Commission will have three vacancies on its board. We advertised for STATEMENT: two position openings due to a term expiration of member Judith Macomber and a resignati~n by Janelle McMahan. At the January 14th meeting, Don Durland also announced his resignation, creating a third opening. The Arts Commission has received five applications. All five applicants attended the January Arts Commission meeting and were interviewed. The Arts Commission reviewed all applications and met with five applicants during its I J 14~ . . regu ar anuary meetmg. DISCUSSION/ FINANCIAL IMPACT: The Arts Commission recommends that William Miller, Karl Kreutzer and Sandra Dominguez be appointed to the commission, with terms to expire December 31, 2011. Mr. Miller is an artist and carpenter who owns Millrace Wood works in Springfield and is passionate about building the arts community in Springfield. Mr. Kreutzer works as an engineering technician, and is experienced with fundraising and arts advocacy. Ms. Dominguez is a former member of the arts commission and eligible to serve again; she holds an M.A. in Arts Administration. It should also be noted that Ms: Dominguez turned in her application after the deadline; the commission asks that she still be considered as a viable candidate due to her extensive experience and desire to work for the community of Springfield. Ms. Stasney is a working artist and energetic member of the Springfield community. Her desire to work with youth arts makes her an excellent candidate. We will contact her and encourage her to apply again when there is another opening on the commission. Mr. MacFarlane moved to Springfield in the last year and is interested in many types of art. His desire to serve the community is appreciated and the commission may contact him in the future as a potential volunteer. The Commission believes all applicants are eligible and qualified to serve on the Arts Commission. The Council is requested to review the Arts Commissions' recommendations at the Work Session. Council is requested to appoint three candidates at the Regular Session on February 4, 2008. Arts Commission Charge The Springfield Arts Commission was created by the City Council to promote the arts in Springfield. The Commission gives assistance to local artists in the form of grant sponsorship, networking, education, and funding. The Commission may co-sponsor arts events and exhibits. It works with the Lane Regional Arts Council and the Oregon Arts commission. He also volunteers at the Emerald Art Center. He serves on the Art Alley Mural Planning committee, the Mural Maintenance committee, the Web Page committee, the City Hall Gallery committee and at Puppet Festival events. Charlene Eckman Mrs. Eckman became of member of the Arts Commission in January 2006, and serves on the Heritage Arts Grant, Puppet Festival, and Youth Art committees. She frequently teaches the First Tuesday Craft Club sessions, organized the Second Youth Art of Springfield Show in 2007 which had over 900 art entries from students in Grades K-5 and helped plan the 1st Outdoor Art Contest that was held at Island Park in 2007. She is Chairman of the Family Art Sunday Committee which introduces children and their families to various cultural regions of the world and teaches an Art Education Class for Parents and Grandparents at the Emerald Art Center. She also enjoys creating oil paintings. John Keskinen Mr. Keskinen has been a member of the Arts Commission since March, 2001. He is a songwriter and musician and performs at local venues, mainly with guitar, but also mandolin, resonator guitar, bass guitar, harmonica and voice; is a published photo-illustrator; earned a baccalaureate degree in studio arts from the University of Minnesota; and is employed at Siuslaw Bank. John serves on the Heritage Arts Grant committee, the Puppet Festival committee and the Web Page committee. Carol Plaia Ms. Plaia has been a member of the Springfield Arts Commission since February 2007. She served on the Redmond, Washington Arts Commission for five years, and was a staff member for the National Women's Caucus for Art. She is a studio artist, primarily in mixed media sculpture, performance artist, and a writer. She is a member of the Emerald Empire Art Association Board of Directors. She served on the SAC website committee, serves on the Art Alley Mural committee, and is chair of the City Hall Gallery committee. Robert Winkleman Mr. Winkelman is the owner of a downtown business, McKenzie Photoworks, and has been a photographer for many years. He became a member of the commission in January 2006 and has become a member of the City Gallery committee and the Heritage Arts Program committee. Scott Wylie Scott Wylie, 61, has been a member of Springfield Arts Commission since 1996 [excepting 2006] and is a former Commission chair. He is a well-known artist and designer whose practice focuses on building/landscape design and planning and the interrelationships of these disciplines with fine and applied arts. This career path stems from his lifelong passions for drawing, building and using his imagination. Wylie managed the City Hall Gallery for many years and continues to help jury its shows. He now spearheads the Luigi Testa Sculpture Siting Committee, helps with the Puppet Festival and assists in Youth Arts and Arts Heritage workshops. He is currently active in the Emerald Empire Arts Association, volunteering frequently for its Family Art Sunday Programs. He frequently gives public testimony and writes articles on historic preservation, land use and design issues. As a construction contractor, he often builds and installs his works. Attachment VII
