Hr. Pent,
It is unfortunate that Tom exhibited the demeanor that he
did. He questioned the amount of time that I had lived in my
home. He acted like I was running a motel, rather than an average
guy trying to make ends meet. I wonder where he got his
information? He did say that Hr. Yu sent a letter, a man that had
never been in my home. I acted with documents, and gave more
information than was acted on. Tom was snide, and sent his
message well. I am sorry that honor is such a forgotten thing
nowadays. Tom also got a complaint from a Hr. Jim Frank, a known
heroin addict, and thief, that was trying to hang around my home,
I chased him away with the threat of having him arrest~d if he
returned to my property.
There is a question of intent, and there are always
extenuating circumstances. I guess we have no choice but to play
this out until the end. Please read the enclosed letters, as this
will explain my position further.

Dear Sir:
I need .help,-.I am no,t.,sure' where.~to,tu.rn."C'o I thought t,hat"
you, or your staff could lend me some assistance. I bought,a
home. the American Dream of owning ones' own home, closing on
1-23-96 at 144 W, Centennial Blvd, Springfield, OR 97477-2901. My
Wife and I planned on renting to other people in our home, so I
c~lled the City of Springfield and spoke to th~ man in charge of
City Planning. He told me that he had only been in the position
for three days. and that I should call him back the next day. I
was told that the city did not care about those things, as long
as there were no major structural changes. and the lot was large
enough with adequate parking, either,a corner lot or a lot on one
of the many alleys that springfield has. No problem right, wrong'

I purchased my home and obtained a building permit to change
my electrical service from one side of the house to the other. I
passed inspection. I thought that since I acted responsibly by
checking with the proper authorities before I did anything that I
would be able to pursue my life, Again I was wrongl I had worked
for the same employer for the past two years managing a motel in
what is considered the tenderloin district of Springfield, I was
treated unfairly in my discharge, and consequently I turned the
employer in for illegal building, and operation of illegally
built motel rooms. He had warned me that if I did this that he
would make trouble for me. I met in person with Mr. David Puent,
the Gentleman in charge of City Planning, and the City
Inspectors. Mr Yu, my former employer told the City that I was
running a motel in my house, and other erroneous charges designed
to cause me trouble.
I did not believe that in our country that things of this
nature happened, they always happened to someone else, A Mr, Tom
mar x called me on the phone and told me that I had to pay for an

inspection. At first he told me that it was thirty dollars, and I
had no choice in the matter. I did not figure that I had anything
to worry about, had I not asked the city officials before I
proceeded? Had I not purchased the reguired electrical permit?
Wasn't my home on an oversized lot, adjacent to an alley? Yes, to
all of the proceeding, I received a call from a pleasant Woman
working in the zoning department of Springfield informing me that
the thirty dollars that I had come in to pay was insufficient,
and that lowed an additional five dollars. I asked if I could
give it to the inspector when he showed up, and she told me yes.
When Mr. Marx showed up at my home he was very rude and
obnoxious. He told me that I could not run a motel in my home,
OK, I never did. or intend to. He told me that the only people
legally entitled to reside ln my home were blood relatives, my
Wife and I. He told me that I would have to gut my garage. an
item listed on my disclosure papers of my home as converted. I
tried to be cooperative with the four, men that came to my home,
and ultimately made me feel violated on what every American
considers their sanctuary, their home. Mr. Marx told me that
repeatedly that I had to gut the garage, but according to Mr.
Puent, the man in charge, any work that, is done to any structure
in the City of Springfield that exceeds two years falls under the
original code of the building, my home was built in 1940. The
only work that I did was painting, closing of three doors. and I
fixed three showers, Mr. Marx did say that I should have more
smoke detectors, and I do. Mr. Marx did say that one room needed
a window, it has one.
I cannot afford to obtain an attorney as Mr. Marx said I
should when he was at my home. I should not even have to deal
with this problem. Mr Yu, my ex employer told me that he was
going to get me, and that he had friends, I guess I did not
realize the scope of his influence, l,am being assaulted with
false allegations by a City employee, one that tells me things
that goes against the law that he is supposed to enforce. Since
this has transpired my Wife has,threatened to move back to
Wisconsin.

My marriage is failing due to the harassment of an individual
that uses illegal threats. and I am at my Rit~ end.
I am a solid citizen. I served my country Honorably for four
years, while I don-t expect special consideration for this, I do
expect to be treated with the respect that I deserve. Is there
anyone that can help me? Please take the time see if there is
something that can be done in my behalf, my life is unraveling,
and I have no patience left.
