Upon arriving at the 'property we observed several cut up 2x4s and sections of OSB, it appeared that existing wall framing had been cut into secjions. We asked the tenant in unit one if she wa~ aware of any building activity and she directed us to Mr. Delongs apartment. Mr. Delong said he was doing nothing other than repairing a screen door, and to talk to his attorney if we wanted anything, When I asked if we could look around he responded "No, and don't come back here without a warrant:'. We pulled into the alley located on the east side of Me. Delongs residence, He was preparing to leave as our car approached, there was no intent to block his exit from the premise, The alley runs the entire length of the block, he could had exited the opposite direction if he chose to, We asked Mr, Delong if he was doing any work that may require permits, he said no although the stack of construction debris in the driveway lead us to believe differently, There was no physical contact with Me. Delong and myself. He refused to allow us onto the property without a warrant, we then left the premise, For your information in the lawsuit dated 10/27/2000 item 7, it states that the plaintiff was backing her car out of the driveway, but in the summons dated 11/17/2000 it states that Me. Delong was backing the car out of the driveway, Someone was backing the car out of the driveway, ) / ~VL ,~/. o
