Appoint / Not appoint Daniel Bowie to the Ward 5 Budget Committee position with a term expiring December 31, 2009. ISSUE STATEMENT: The Budget Committee has a vacancy in Ward 1 due to the December 31, 2007 term expiration of Darnell Manning. The person appointed to the Ward 1 position will serve a three year term that will expire on December 31,2010. Jeff Morris has interviewed for this position. The Budget Committee also has a vacancy in Ward 5 due to the resignation of Diana Garcia. The person appointed will serve the remainder of Ms. Garcia's term which will expire on December 31,2009. Daniel Bowie has interviewed for this position. What experience/trGjning/qualifieations do you have for this partiOJlar board/commission/committee? As Compliance & Risk Officer at Oregon Community Credit Union, I have been responsible for auditing credit union operations for compliance with federal, state, and local law; coordinating internal audits with the credit union's internal audit firm; coordinating annual external aUditS with the credit union's external audit firm; assisting with the creation of the credit union's annual budget; and creating policies and procedures implementing dedit union, compliance with various laws. .. In addition, as noted on my application, my degree is in Business Administration with and emphasis on Financial Management. This is not specifically related to managing a financial institution, but managing a financial plan whether it be for a financial institution or an individual. 2. What specific contribution do you hope to make? As a long time resident of Springfield, I have an interest in helping it continue to be not only a great place to live, but also a fiscally responsible place live. 3. Briefly describe your involvement in relevant community groups and activities. Prior to my deployment to Afghanistan with the Navy Reserve, volunteered with Springfield/Eugene Habitat for Humanity both in construction projects and as a member of me Family Selection Committee. After taking three months to fully acdimated back to life as I knew it before my deployment, I will be resuming volunteer work wim Habitat. 4. What community topics concern you that relate to the board/commission/committee? Why do you want to become a member? Obviously, the main community topic of concern relating to this committee is whether or not the city's annual budget provides for the needs of its residents, while maintaining fiscal constraint. I would like to become a member of the Budget Committee, because I feel I would like to give back some thing to the community I live in. As a member of the Budget Committee, I can use the experience and knowledge that I have gained to directly benefit my community by helping the city provide for the needs of its residents through thoughtful spending and use of its resources. Please discuss why you are interested in serving on the Oty'sBudget Committee. As a resident of Springfield, I feel that it is the duty of all city residents to give something back to their community. Some can do this through monetary donation to various philanthropic organizations or by volunteering with various non profit or:ganizations. However, to truly give bade to your community, you should spend some time directly involved in the operation of the community. For me this would be by volonteering to serve on the City's Budget Committee. ' 2. What are your time commitments and availability, which may affect service on the Budget Committee? My normal work hours, at the credit union are from 0830 to 1530 Monday through Friday with a one hour lunch period. However, given advanced notice, I am generally able to adjust those hours on a periodic basis. I am free most early mornings and evenings. In addition, I am not available from Friday afternoon through Sunday evening one weekend per month and for two weeks each federal fiscal year in order to fulfill my Navy Reserve duties. 3. Do you have any experience related to munidpal finance or other public sector budgeting? Please discuss. I do not have any experience related to municipal finance or'other public sector budgeting. However, as noted in my application, I do have some experience with private sector finance and budgeting. In addition, I am a adept at quickly learning things and applying what I have learned to real world situations.
