HomeMy WebLinkAbout09/21/1998 Work Session . . . .-, MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, SEPTMEBER2l, 1998 The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, Oregon at 6:07 p.rn. with Council President Shaver presiding. ATTENDANCE Present were Council President Shaver and Councilors Ballew, Beyer, Dahlquist, Leiken, and Maine. Mayor Morrisette was absent (excused). Also present were Assistant City Manager Gino Grimaldi, Senior Management Analyst Rosie Pryor, Administrative Aide Shari Higgins, Public Works Director Dan Brown, Management Analyst Eileen Stein, Building Official Dave Puent and Police Captain Jerry Smith. 1. Bicycle Committee Application Review and Appointment. Management Analyst Eileen Stein presented the staff report. She said the Bicycle Committee was meeting at 7:00 p.rn. to review the application of Fred Meier, but did recommend the re- appointment of Michael Higgins. Council discussed the application of Fred Meier and felt he should be appointed to the Bicycle Committee, pending the recommendation ofthe Bicycle Committee. By consensus, council agreed to appoint Michael Higgins and Fred Meier to the Bicycle Committee, with terms expiring September 21,2001, at their regular meeting. Ms. Stein said she would provide the Bicycle Committee recommendation to council during their regular meeting. 2. Building Board of Appeals. Building Official Dave Puent presented for the staff report. He explained the incumbents for all three vacancies have re-applied and are recommended by staff for re-appointment. Since the board only meets when necessary, they did not review the applications. They also have staggered positions, for four-year terms. Mr. Puent provided the occupations of all three incumbents, plus the additional applicant. By consensus, council agreed to appoint Philip (Butch) Baird, James Ingram and Thomas Miller to the Building Board of Appeals, with terms expiring September 21, 2002, at their regular meeting. 3. Police Planning Task Force. Police Captain Jerry Smith provided the staff report. He said there are currently six vacancies and eight applicants. He introduced the chair ofthe Police Planning Task Force, Patrick Luciano. Mr. Luciano explained the review process for re-appointment and new members, which a subcommittee of the task force just completed. The Police Planning Task Force recommended members William Coons, Patrick Lucanio, George Teneyck and Sally Walsh be re-appointed and applicants Betty Berry and Laurie Brown-Godfrey be appointed. . . . . . 'Springfield City Council Work Session - 9/21/98 Page 2 Councilor Ballew asked if the attendance of members is good. Mr. Lucanio replied yes, and said Councilor Maine is the liaison to the task force. Councilor Maine agreed with the recommendations for both the re-appointment of current members and appointment\ofnew members. Councilor Beyer asked how the two candidates were chosen out of the field of four for the new positions. Mr. Lucanio said the two new members chosen were more conducive to the mission of the task force and had the necessary qualifications. By consensus, council agreed to re-appoint William Coons, Patrick Lucanio, George Teneyck and Sally Walsh and appoint Betty Berry and Laurie Godfrey-Brown to the Police Planning Task Force, with terms expiring September 21,2002, at their regular meeting. 4. Business from the Council Councilor Maine said the Police Planning Task Force is not a review body, but a body, which reviews existing operating policies and procedures. They ensure police department policies are adequate and what the citizens want. She said she appreciated the response regarding the pursuit mentioned at the September 14, council meeting, and knew when the citizen came forward with his complaint, that the department had the appropriate policies in place. After discussion, there was no further action deemed necessary regarding the police pursuit. Captain Smith said all officers must have legitimate reasons to continue pursuits, per department policy, at any time. This met with council approval. Assistant City Manager Gino Grimaldi said representatives from NW Natural would be present at the regular council meeting and would speak under Business from the Audience.
