HomeMy WebLinkAbout07/21/1998 Work Session . . . <~ MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD TUESDAY, JULY 21,1998 The city of Springfield council met in work session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, July 21, 1998, at 12:00 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Ballew, Beyer, Dahlquist, Maine and Shaver. Also present were Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, Senior Management Analyst Rosie Pryor, City Recorder Julie Wilson and members ofthe staff. 1. Discussion on Public Safety Coordinating Council Levy Proposal. Assistant City Manager Gino Grimaldi introduced this item. The Public Safety Coordinating Council (PSCC) was established by state legislation and began meeting two years ago for the purpose of studying the criminal justice systell} in Lane County. There are similar councils throughout the state. The goal is to get citizens together with human service providers and city and county public safety organizations to evaluate existing services, identify gaps, reduce duplication of services, and establish long-range goals. Springfield participants included Councilor Maine, Stu Burge, Police Chief Bill DeForrest, City Manager Mike Kelly, Pastor Zane Wilson, and School Superintendent Jamon Kent. Finance Director Bob Duey provided a brief overview of the financial impact of the proposed levy and bond measure. The PSCC has proposed a November 1998 Levy and Bond Measure. The Lane County Board of Commissioners is the governing body that would place these issues on the ballot for the November election and they are seeking the council's input prior to proceeding. Mr. Duey said in determining the cost to homeowners of a single-family home in Springfield, the formula would include taking the levy rate (in this case Lane County is estimating 73.56 cents per thousand) times the assessed value (A V). The Lane County average A V used is $103,100 times the rate of .0007356, annual tax of $75.84 or a monthly tax of $6.32. The Springfield average A V used is $81,637 times the rate of .0007356, annual tax of$60.05 or a monthly tax of$5.00. The PSCC has spent several months developing the proposed levy and bond measure. At its meeting of July 16, 1998, the PSCC completed its discussion and is recommending that the proposed levy and Bond Measure be placed on the November 1998 ballot. The Lane CountY Board of Commissioners is the governing body that would place the issue on the November 1998 ballot. The Lane County Board of Commissioners is scheduled to discuss this issue at their meeting of July 29, 1998. The draft priorities of the PSCC and the CEO work group options are intended to provide the council with a perspective on the evolution of the proposed levy and bond measure. The draft priorities of the PSCC was prepared last spring. The CEO work group options were the starting point for the PSCC discussion, which produced the proposed levy and bond measure. . . . '. Meeting Minutes July 21, 1998 Page 2 Councilor Maine briefly provided additional background regarding the PSCC. She also discussed PSCC recommendations for the November 1998 levy and bond measure. Recommended levy services include the Juvenile Justice Center, Juvenile Intake Assessment Center, Early Intervention for High-Risk Juvenile Offenders, Forest Work Camp, Adult Custody Referee, Healthy Start Program, Drug Court, AIRS Conversion, School Programs for At-Risk Youth, and Jail Book-in Improvements. The group discussed the recommended services in detail. Mr. Grimaldi provided additional information regarding the AIRS conversion system and - associated costs. He said the conversion was a three to five year program. Councilor Maine discussed jail book-in improvement needs and the adult intake assessment center proposal. Mayor Morrisette also discussed at-risk children and alternative programs for both intervention and prevention. Mr. Burge discussed the fact that children may be expelled from school but have no place to go during the interim and the problem is not resolved. Mayor Morrisette discussed alternative and transition programs and their success. Councilor Maine discussed the need for work of the PSCC to continue along with the need for ongoing joint jurisdictional efforts. Councilor Burge said PSCC efforts have been ongoing for about three years. He said the proposed levy was favorable and supported it. He said it could make a significant impact on the community. Chief DeForrest agreed with comments made by Councilor Maine and Mr. Burge. He said the PSCC statement is clear in its intent and the group regained their focus in this direction. He said the amount of time it takes to book inmates into the jail is very inefficient. He also supports intervention and prevention programs. Sheriff Jan Clements discussed AIRS conversion costs. He said the figures provided are very reliable. He discussed intake facility needs, along with other associated issues. He said with the current proposal there is still a need to continue to keep pace for future needs. He again discussed inefficiencies due to lack of resources. He also discussed the fact that the jail has reduced staffing over the past several years. He supported the proposal. Senior Management Analyst Rosie Pryor discussed the public safety survey conducted in July 1998. She reviewed respondents information regarding the level of support for a levy along with the margin of undecided respondents and level of willingness to pay for such a levy. Councilor DeForrest discussed the need to educate the community so they are aware of resources needed and associated costs. . .' . . . . Meeting Minutes July 21, 1998 Page 3 Mr. Burge said marketing and education of the proposal was critical. He hoped the media would carry forward the message to the community and let them know of opportunities available through the proposal. Councilor Shaver discussed community needs, intervention and prevention. Councilor Beyer supports the proposal. She hoped people were well informed as to what the proposal would offer. Councilor Dahlquist said both prevention and increased capacity were needs that should be --' addressed. He discussed the need to educate the community. IT WAS MOVED BY COUNCILOR SHAVER, WITH A SECOND BY COUNCILOR MAINE, TO ENDORSE THE LEVY PROPOSAL AS APPROVED BY PUBLIC SAFETY COORDINATING COUNCIL AND URGE THE COUNTY COMMISSIONERS TO PLACE THIS ITEM ON THE BALLOT. THE MOTION PASSED WITH A VOTE OF 6 FOR AND o AGAINST. Councilor Shaver provided a status report on the vacancy recruitment process for the Ward 4 council position. Council concurred to appoint councilor elect, Christine Lundburg, as the council representative on the PSCC.
