MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, APRIL 20, 1998 The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, Oregon at 5:50 p.m. with Council President Shaver presiding. ATTENDANCE Present were Mayor Morrisette (6: 10 p.m.) and Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver. Also present were Acting City Manager Dan Brown, City Attomey Joe Leahy, Senior Management Analyst Rosie Pryor, Administrative Aide Shari Higgins, Environmental Services Manager Susan Smith, Acting Development Services Director John Tamulonis, Museum Coordinator Kathy Jensen and members of staff. 1. Application Review/Appointment of Doug Keeler to the Metropolitan Wastewater Management Commission (MWMC). Environmental Services Manager Susan Smith was present for the staff report. She said Doug Keeler has requested re-appointment to commission, as he was first appointed in September, to replace long time member Scott Engstrom. Ms. Smith said staff recommends his re-appointment. Councilor Ballew said Mr. Keeler was a very knowledgeable member of the commission. . By consensus, council agreed to re-appoint Mr. Keeler to a three-year term expiring February 1,2001. 2. Museum Committee Application Review/Appointment. Museum Coordinator Kathy Jensen was present for the, staff report. She said Jan McKee had been an exemplary volunteer for the Museum Committee, as the newsletter coordinator, and she recommended her re-appointment. Ms. Jensen provided councilors with a current copy of the Museum newsletter, highlighting Ms. McKee's work. Councilor Shaver clarified that this is a specific position on the Museum Committee, not the Museum Board of Directors. By consensus, council agreed to re-appoint Ms. McKee to a second four-year term expiring April 20, 2002. 3. Appoint Springfield Chamber of Commerce Nominees to Replace Springfield Business Representatives on the Southem Willamette Private Industry Council. . Community and Economic Development Manager John Tamulonis was present for the staff report. He said three nominees have been forwarded to the City Council from the Springfield Chamber of Commerce. The chamber works in conjunction with the Southem Willamette Private Industry Council (SWPIC) regarding nominees. Mr. Tamulonis said staff recommends the appointment ofLynn Paden and Noreen Franz-Hovis, as the new Springfield business representatives. '. , City of Springfield Work Session - 4/20/98 Page 2 . Councilor Shaver clarified the appointees are business representatives and are therefore not required to reside inside the city limits, as is the case with most board or committee appointments. He also hoped the new members would be able to attend the meetings. By consensus, council agreed to appoint Lynn Paden to a term expiring December 31, 1998, and Noreen Franz-Hovis to a term expiring December 31, 1999. The council also expressed their thanks to Dan Egan, for submitting his application as the third applicant. 4. Historic Commission Interviews/Appointments. Council discussed what interview questions would be asked of applicants. Mayor Morrisette said there were four applicants scheduled for interviews and three positions vacant. Current member Kenneth Guzowski submitted his application for re-appointment. Council interviewed the following candidates: Sally Wright Kenneth Guzowski Michael 1. Barker Frederick L. Klaastad Council introduced themselves and asked the following interview questions: . 1. Why are you interested in serving on the Historic Commission? 2. Who should have the final say over how a private property receives a historic designation, the private property owner or the state? 3. Have you ever attended a Springfield Historic Commission meeting? Do you have the time to attend the meetings? 4. What do you think the commission should focus on over the next five years, as long-term goals? 5. What special perspective would you bring to the Springfield Historic Commission? 6. Do you have an interest in any other city boards, commissions or committees, if you were not appointed at this time? 7. Do you have any questions? By consensus, council agreed to appoint Sally Wright and re-appoint Kenneth Guzowski to the Historic Commission with terms expiring March 1, 2002. Council felt the other two applicants did not have the specific skills or background required to serve on the commission. The third position will remain vacant until the next recruitment period. .
