MINUTES OF THE REGULAR SESSION MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, SEPTEMBER 13,1999
The Springfield City Council met in Regular Session in the Springfield City Council Meeting
Room, 225 Fifth Street, Springfield, Oregon, on Monday, September 13, 1999, at 5:00 p.m. with
Mayor Maine presiding.
ATTENDANCE
Present were Mayor Maine and Councilors Ballew, Fitch, Hatfield, Leiken, Lundberg and
Simmons. Also present were Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy,
Senior Management Analyst Rosie Pryor, Administrative Aide Shari Higgins and members of
staff.
1. Police Chief Confirmation/Oath of Office
The Police Chief confirmation was reviewed by the City Council. Assistant City Manager
Gino Grimaldi said it was a requirement of the City Charter that all department director
Positions are approved by the City Council. All councilors agreed the recruitment process,
ending in the selection of Jerry Smith, was well done by City Manager Mike Kelly and staff.

IT WAS MOVED BY COUNCILOR BALLEW, WITH A SECOND BY COUNCILOR
HATFIELD, TO APPROVE THE APPOINTMENT OF JERRY SMITH TO POLICE
CHIEF OF THE SPRINGFIELD POLICE DEPARTMENT. THE MOTION WAS
WAS APPROVED BY A VOTE OF 6 FOR AND 0 AGAINST.
Mayor Maine introduced family members of Jerry Smith present for the Confirmation and
Oath of Office.
City Attorney Joe Leahy administered the Oath of Office to Jerry Smith.
ADJOURNMENT
The meeting was adjourned at 5:10 p.m.
