MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD ON MONDAY NOVEMBER 20, 2000 The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Meeting Room, 225 Fifth Street, Springfield, on Monday, November 20, 2000, at 6:04 p.m., with Mayor Leiken presiding. ATTENDANCE Present were Mayor Leiken, Councilors Ballew, Fitch, Hatfield, Lundberg (6:06 p.m.), and Simmons. Also present were Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Kim Krebs, Public Works Director Dan Brown, Finance Director Bob Duey, Police Chief Jerry Smith, Community Services Manager Dave Puent, Economic Development Manager John Tamulonis, Accounting Manager Valerie Nardo, Management Analyst II Eileen Stein, City Engineer Al Peroutka, and members of staff. Guest: Debbie Galardi, Galardi Consultanting. 1. System Development Charge (SDC) Update. Management Analyst Eileen Stein and City Engineer Al Peroutka were present for the staff report. Ms. Stein introduced Debbie Galardi, from Galardi Consultanting. Mr. Peroutka began by stating the purpose of the work session was to review theSDC Advisory Committee recommendations and the proposed City Code amendments, methodology update, rate structure, project list and rate comparison. He said there would be a slide presentation which would highlight the following: Oregon SDC law; SDC's in Springfield; 2000 SDC review & adoption process; Proposed methodologies, including local wastewater, transportation and stormwater; Summary ofthe Citizens Advisory Committee (CAe) Recommendations; and Community Comparisons. Mr. Peroutka provided some background information regarding collection and administration of SDC fees. He said Oregon law regarding collection and administration of SDC fees was changed substantially in 1991. The new Oregon SDC statutes required a much different analysis relating the collection of SDC fees with the impacts of development on the infrastructure for which the fees are collected. The City of Springfield adopted an ordinance in compliance with the new regulations, effective July, 1991, and at that time adopted an SDC methodology, rate structure and project list by separate resolutions. Council has since adopted some minor modifications to the SDC code since 1991, and an update of the project took place in 1994, however this is the first major review and update of the 1991 SDC program. Mr. Peroutka reminded council that on October 4; 1999, the council authorized creation of an SDC Advisory Committee and concurred with the staff recommendation to proceed with an update of the SDC program. CH2M Hill, working with Galardi Consulting, was selected as the consultant for the update. On December 6, 1999, the CAC members were selected by council. The CAC and staff have completed their work and are ready to present the recommended changes to council for their review. He said staff hopes to obtain feedback from council to help City of Springfield Work Session Meeting - November 20,2000 Page - 2 . them identify any additional information that may be required prior to the scheduled December 4 public hearing on this topic. Ms. Stein said the SDC Advisory Committee members are Councilor Fitch, with Councilor Ballew as her alternate, Michael McVey, Dave Ralston, Larry Thorp, Judith Macomber, Marylyn Phillips, Rick Satre, and Doug Weber. She said outcomes were set up at the beginning of the project, which included I) achieving a fair, equitable, objective, defensible and understandable methodology; 2) provides adequate revenue for infrastructure related to capacity increases; 3) create incentives for downtown investment and revitalization, and 4) create incentives for downtown restaurants and businesses to stay open in the evening. She also highlighted the policy objectives, they included 1) consider reimbursement component to SDC; 2)consider whether transportation SDC should be based on peak traffic and effect on restaurants; 3) consider how long a property should retain SDC credits on a former use; 4) consider removing transportation SDC cap on high traffic generators; and 5) consider effect of Dolan ruling on exactions. She said all of these issues were addressed throughout the process. Ms. Stein said there were some administrative issues that were addressed during the update process but were not issues dealt with by the CAC. Those included 1) project list update, including Glenwood; 2) unit costing of infrastructure; and 3) create long term financing program. She said the provisions for these items are listed in the proposed ordinance. Ms. Stein reviewed the process and adoption time line. . Ms. Galardi provided an overview of the methodologies and the role ofthe SDC's infrastructure financing. She stated they all provide a mechanism to recover past and prospective investments in capacity available to serve new users. Ms. Galardi provided a slide presentation and referred council to their presentation handout. Councilor Hatfield asked about Average Daily Trip (ADT) methodology versus PM Peak trip, and whether there was a fmancial impact using ADT. There was a discussion regarding continuing to provide credit for prior uses of property for up to two years. There was a discussion regarding the approval of the downtown incentives. After discussion council consensus to proceed with the Public Hearing on December 4. Council requested staff schedule a few minutes at the next work session on November 27, to discuss the transportation SDC methodology and to further discuss ADT versus PM peak hour. They also want to review the downtown revitalization incentive and staff's recommendation regarding the financing program. . City of Springfield Work Session Meeting - November 20, 2000 Page - 3 .
