The Springfield City Council met in Regular Session at Springfield City Hall, City Council Meeting Room, 225 Fifth Street, Springfield, on Monday, October 16,2000, at 7:01 p.m., with Mayor Leiken presiding. ATTENDANCE: Present were Mayor Leiken, and Councilors Ballew, Fitch, Lundberg, Hatfield and Simmons. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Recorder Kim Krebs, City Attorney Joe Leahy, Planner II Sarah Summers, and members of the staff. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Leiken. CONSENT CALENDAR . IT WAS MOVED BY COUNCILOR BALLEW, WITH A SECOND BY COUNCILOR HATFIELD, TO ADOPT THE CONSENT CALENDAR. Approve the Proposed Designation Agreement Between the Governments of Lane County and the Cities of Eugene and Springfield Designating the Lane County Board of Commissioners as the Chief Elected Official for the Purpose of the Implementation of the Work Force Investment Act of 1998. b. Approve the Liquor License Endorsement for the Driftwood, located at 5094 Main Street, Springfield, Oregon. . c. Vacation of Public Utility Easement (Assessor's Map 17-03-26-14, TL 3811): JO. NO. 00-08-175. ORDINANCE NO.1. AN ORDINANCE VACATING A CERTAIN PUBLIC UTILITY EASEMENT IN BEL-MAR SUBDIVISION, IN THE CITY OF SPRINGFIELD, LANE COUNTY, OREGON. Planner II Sarah Summers was present for the staff report. She requested that council conduct a public hearing and adopt the first reading of the Ordinance. She explained the applicant is requesting vacation of a vacant 7-foot-wide public utility easement (PUE) on Assessors' Map 17- 03-26-14, tax lot 3811 in order to place a house on the property. She further explained the 7-foot wide PUE in the rear yard of the lot was created with the Bel-Mar subdivision. PUE's were also created along the frontage of the lots where the utilities were installed. The applicant wishes to use the easement area for a manufactured home. No utilities have been placed in or are planned for the easement to be vacated. Staff received no negative comments from utility providers regarding the proposed easement vacation. Mayor Leiken opened the public hearing. Noone appeared to speak. . Mayor Leiken closed the public hearing. BUSINESS FROM THE AUDIENCE Joanne Stocking, 1225 E Street, Springfield. Stated she was submitting two petitions tonight signed by citizens in her neighborhood about the sidewalk damage as a result of excessive skateboard use. She said she is concerned over sidewalk repair responsibility and damage being done by neighborhood skateboarders. She knows she may be financially responsible for sidewalk in disrepair, but wants to be sure she has some way to protect new sidewalks against abuse from neighboring skateboarders. There was discussion regarding the sidewalks being in the public right of way. City Attorney Joe Leahy said there is no general prohibition of use of skateboards in the city other than at City Hall. However, there may be some help or advise the staff of the Public Works Department and the City Attorney's office can assist with. He said they would follow up with Ms. Stocking. Councilor Lundberg said she is currently a member of a Skate Park Committee. They are in the beginning stages, however one of the goals is to move the skateboard traffic off city sidewalks and City Hall. She said she considers this to be a public safety issue. Councilor Hatfield reported the discussion at the most recent MPC meeting surrounded the final joint hearings on TransPlan. He said MPC has developed a process of resolving the differences between Eugene and Springfield. Councilor Ballew stated the list of projects that were submitted to the Oregon Transportation Commission was evaluated, and it appears there may be some changes to the list. She said the big project proposed for our region was the I-5/Beltline, to and through the Pioneer Parkway Extension. Mayor Leiken reported he formally resigned from the board of Lane Regional Air Pollution Authority (LRAPA), and stated LRAPA is still facing some air quality issues with Monaco Coach as it relates to the paint fumes. Mayor Leiken asked council to review their calendars for a possible council recess from December 11 - January 7. He also asked council to review their calendars for a Council Goal Setting Session on December 8th, and a Team Springfield Meeting on December 8th, for four hours each. City Manager Mike Kelly informed council that the city Management Team is planning a Strategic Planning Session for November 14 and 15. He said the agenda would primarily be focused on the outcome of Ballot Measure 20-40. . Councilor Hatfield suggested staff plan a work session for mayor and council to have discussions specifically devoted to the outcome pfthe Ballot Measure. Mr. Kelly said he would have staff schedule a work session for late November. Councilor Lundberg spoke about the importance of Team Springfield having their own United Front agenda for the Legislature. She stated if council had their goal setting session prior to the Team Springfield, they would have had discussions and be better prepared to participate in the Team Springfield meeting. Mayor Leiken discussed the date for his State of the City Address. Consensus was January 8, 2001. BUSINESS FROM THE CITY MANAGER 1. Mr. Kelly advised council they would be receiving an e-mail confirming the dates discussed. BUSINESS FROM THE CITY ATTORNEY There was none. .
