MINUTES OF THE REGULAR SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD ON MONDAY, SEPTEMBER 11, 2000 The Springfield City Council met in Regular Session at Springfield City Hall, Council Meeting Room, 225 Fifth Street, Springfield, on Monday, September 11,2000, at 7:00 p.m. with Mayor Weathers presiding. ATTENDANCE Present were Mayor Weathers and Councilors Ballew, Fitch, Hatfield, Leiken, Lundberg, and Simmons. Also present were Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, Senior Management Analyst Rosie Pryor, and members of staff. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Weathers. SPRINGFIELD UPBEAT Mayor Weathers introduced Austin Swank, Troop 216, Cascade District Boy Scouts, who was attending the meeting to fulfill some of the requirements for Eagle Scout status. . CONSENT CALENDAR IT WAS MOVED BY COUNCILOR BALLEW, WITH A SECONE BY COUNCILOR HATFIELD, TO APPROVE THE CONSENT CALENDAR. THE MOTION PASSED WITH A VOTE OF 6 FOR AND 0 AGAINST. I. Claims 2. Minutes a. RESOLUTION NO.00-47 - A RESOLUTIION AUTHORIZING THE PUBLIC WORKS DIRECTOR, CITY ENGINEER AND THE CITY SURVEYOR TO EXECUTE IPROVEMENT AGREEMENTS ON BEHALF OF THE CITY OF SPRINGFIELD AND TO SATISFY AND RELEASE IMPROVEMENT AGREEMENTS ON BEHALF OF THE CITY OF SPRINGFIELD. . 4. Cluadete Fay Eikenberry, 2380 A Street, Apt. 3, Springfield, spoke in opposition of the state Ballot Measure 9, and urged Council to take a position in opposition of the measure. BUSINESS FROM THE CITY COUNCIL 1. Historic Commission Appointment. IT WAS MOVED BY COUNCILOR BALLEW WITH A SECOND BY COUNCILOR HATFIELD TO APPOINT REBECCA GERSHOW TO THE CITY OF SPRINGFIELD HISTORIC PRESERVATION COMMISSION TO COMPLETE THE TERM OF MR. GUZOWSKI, WHICH EXPIRES MARCH 1,2002. THE MOTION PASSED WITH A VOTE OF 6 FOR AND 0 AGAINST. Mayor Weathers asked the members of the Council to formally accept her resignation, effective September 18, 2000. . IT WAS MOVED BY COUNCILOR BALLEW AND SECONDED BY COUNCILOR HATFIELD TO ACCEPT THE MAYOR'S LETTER OF RESIGNATION EFFECTIVE MONDAY, SEPTEMBER 18, 2000. THE MOTION PASSED WITH A VOTE OF 6 FOR AND o AGAINST. Councilor Ballew said Mayor Weathers' had done an outstanding, professional job as Mayor and her leadership would be missed. Several other members of the Council paid tribute to Mayor Weathers. Mayor Weathers thanked the Councilors for their comments and said she would have some remarks for the community at the Farewell Reception scheduled for September 18. IT WAS MOVED BY COUNCILOR BALLEW AND SECONDED BY COUNCILOR HATFIELD TO APPOINT SID LEIKEN, COUNCILOR FOR WARD 4, AS MAYOR, EFFECTIVE MONDAY, SEPTEMBER 18, 2000. Councilor Simmons talked about the Oxbow Project. Councilor Lundberg described efforts by the Public Safety Coordinating Council to identify a governance model. .
