MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD ON MONDAY, MAY 1, 2000, The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Room 225 Fifth Street, Springfield, Oregon, on May 1, 2000 at 6:00 p,m. with Mayor Weathers presiding, Present were Mayor Weathers, and Councilors Ballew, Fitch, Hatfield, Leiken, Lundberg and Simmons, Also present were Assistant City Manager Gino Grimaldi, Senior Management Analyst Rosie Pryor, Administrative Coordinator Shari Higgins, City Recorder Kim Krebs, City Attorney Tim Harold, AIC Development Services Director John Tamulonis, Planning Manager Greg Mott, Planning Supervisor Mel Oberst, Planner II Robin Johnson, Housing Program Specialist Kevin Ko, Planner II Sarah Summers, and members of staff Guests: John VanLandingham, Chair of the Housing Policy Board, and Lynda Dawson, City of Eugene, ' 1, Conduct a Public Hearing for the One Year Action Plan, Adoption of the HUD Eugene- Springfield Consolidated Plan 2000 and Annual Action Plan 2000-2001. . Planner II Robin Johnson was present for the staff report. She said the Department of Housing and Urban Development (HUD) requires a five-year consolidated plan for the use of federal Community Development Block Grant (CDBG) and Housing Investment Partnership Program (HOME) funds and Emergency Services Grant (ESG). The Annual Action Plan, which is required in each ofthe next five years, portrays to HUD and the community, how Springfield will allocate funds by program and project for that particular year. In referring to the Council Briefing Memorandum (Attachment 1) she provided a brief history of council action. She also pointed out the policy issues, and provided some background information. She introduced Lynda Dawson, Grants Manager/Coordinator from the City of Eugene. Ms, Dawson provided a brief overview and spoke about the steering committee, comprised of City Councilor's and citizen advisory committee members from Eugene and Springfield, and how they guided the development of the plan. She said the two cities began the plan that included: a community survey conducted in written, oral, and internet format, including comment boards placed at over seventy locations in the community; a survey of local nonprofit service providers; early consultation with City Council; input from citizen advisory committees; information event and public hear; interactive group process to identify themes and priorities; and a final public comment period and public hearing on the draft plan. Housing Program Specialist Kevin Ko provided answers to question regarding the different types of surveys that were made available. . Ms. Johnson concluded the discussion by advising council they were being asked to adopt the One-Year Action Plan. The City of Springfield is required to submit an Action Plan annually to HUD, The Action Plan includes the annual CDBG and HOME allocations as approved by council, and provides descriptions of activities and projects Springfield plans to spend its funds on. The Action Plan also includes any amendments to the Consolidated Plan (since this is a new Consolidated Plan, there are no amendments to include in the Action Plan for this year). Ms. Johnson said the activities described in the Action Plan relate directly to the Consolidated Plan. Council was asked to approve the one-year plan by their motion. AIC Development Services Director John Tamulonis, thanked mayor and council for their time, and thanked Ms. Johnson and staff for their work. 2. Springfield Drinking Water Protection Overlay District (10. No. 99-09-219). Planner II Sarah Summers, and AIC Development Services Director John Tamulonis were present for the staff report, Ms. Summers said after the Citizen Task Force meeting was held last week there were some changes made to the Drinking Water Protection (DWP) Overlay District, She provided a new draft copy. She summarized the changes and additions to Article 17 as follows: a) clarified language throughout; b) removed the word "transportation" regulations from the article; c) removed "internal alteration of a building" from the REVIEW section; d) added more exemptions; e) exempted 20 gallons or less of hazardous materials that do not contain DNAPL's; f) added a possible waiver ofthe 5-gallon maximum container size; and g) added commentary to guide interpretation of the article. Ms. Summers provided a brief explanation and clarification to the above changes and responded to questions of counciL . Mayor Weathers and council thanked staff for providing the clarification to Article 17, She suggested staff have a trial run on the application process. A handout of the proposed application was provided. Councilor Leiken said he had not received any negative feedback, and said he felt staff had done a very good job in informing business owners they would be able to conduct their business in the City of Springfield with the adoption of the DWP. 3. Council Business. Mayor Weathers said J erry Wells would begin working at Lane Council of Governments (LCOG) on June 19, and replaces Jim Carlson, and that LCOG will be renting their Springfield space to Oregon Department of Transportation (ODOT). She also said that House Bill 20-79 was discussed at the LCOG board meeting, and provided a brief explanation of the purpose of this bill. Councilor Fitch reminded everyone about the Government Standards Association (GSA) scoping meeting to be held on May 3, regarding the Federal Courthouse, and said Mayor Weathers would be in attendance with a letter of testimony on behalf of the Springfield Mayor and City Council, but encouraged others to attend. She also thanked attendees and participants for their support at the annual Soroptomist Fashion Show. . . . . ...
