HomeMy WebLinkAbout03/27/2000 Work Session :. MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD ON MARCH 27, 2000. The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on March 27,2000, at 5:30 p.rn. with Mayor Weathers presiding. ATTENDANCE Present were Mayor Weathers, Councilors Ballew, Fitch, Hatfield, Leiken, Lundberg and Simmons. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, Senior Management Analyst Rosie Pryor, Administrative Coordinator Shari Higgins, City Recorder, Kim Krebs, and members of the staff. Guests: Ken Hand, General Manager Lane Transit District (L TD) and Steffano Viggiano, Planning and Development Manager, LTD. 1. Bus Rapid Transit Video. . Traffic Engineer Brian Barnett was present for the staff report. Mr. Barnett said Hilary Wylie, Chair of the Lane Transit District Board of Directors requested the Mayor and City Council view the new video on the first phase of the proposed Bus Rapid Transit (BRT) Program. He said council had not endorsed the finallocation of the downtown Springfield station and the BR T alignment throughout Glenwood, and this presentation was for information purposes only. Mr. Barnett introduced L TD General Manager, Ken Hand and L TD Planning and Development Manager, Steffano Viggiano. Mr. Viggiano said L TD had produced the seven-minute video of the downtown Eugene to downtown Springfield segment (Phase I) of the BR T pilot corridor. He said the video was funded by a grant through L TD's participation in the Federal Transit Administration Demonstration Program. The video uses a variety of techniques including video simulation, traffic simulation, and computer animation to show how the elements of BR T could operate. Mr. Viggiano thanked council for the opportunity to present the video. 2. Metropolitan Wastewater Management Commission (MWMC) - Regional Wastewater Program Issues and Budget. Environmental Services Manager, Susie Smith was present for the staff report. Ms. Smith said the Eugene-Springfield Regional Wastewater Program is overseen by Metropolitan Wastewater Management Commission (MWMC) and is supported by City of Springfield and City of Eugene staff through service agreements. She introduced additional staff the City of Springfield including Eileen Stein, Gary Colwell, Bob Duey, Troy McCallister; and staff from the City of Eugene Linda Delaplain and Peter Ruffier. . Ms. Smith informed council the purpose of the work session was to provide them with information on MWMC programs, issues and projects, and on the Regional Wastewater Program Budget for Fiscal Year 2000 - 2001. She said excerpts from the proposed FY 00-01 Budget were included in Attachment #1, and said this was provided as a refresher regarding MWMC's services and organizational structure, and as background on current Regional Wastewater Program issues. City of Springfield Work Session 3/27/00 Page 2 . Ms. Smith presented a Power Point presentation. the presentation provided an overview of five separate issues: 1. Regional Wastewater Program Priority Outcomes and Performance Measures; 2. Regional Wastewater Program Structure; 3. Priority issues and Proj ects for FY 00-01; 4. Proposed MWMC Operating and Capital Budgets for FY 00-01; and 5. Long-range Capacity Planning for Eugene-Springfield Community. Ms. Smith said in 1996, MWMC researched the issue of competitiveness in the Wastewater Management Industry, and said it is a utility that has been undergoing privatization in various forms and in various parts of the country. In reviewing the issue, MWMC became serious about evaluating the efficiency and effectiveness in how competitive the Regional Wastewater Program was. She said based on the evaluation, priority goals and objectives were developed which relate to three major categories: 1) Environmental Standards, which measures the effectiveness, 2) Fiscal Management, which measures how efficient the process is; and 3) Maintaining Intergovernmental Partnership. . Ms. Smith said by using the performance indicators that were demonstrated from last year's performance, staff would be working with MWMC to better develop the targets and performance indicators they want to achieve with their budget and work plans on an annual basis. She pointed out Wet Weather Flow Management, as a major issue that faces the local area as well as the state and country. The target which was developed and achieved, was to not have overflows or bypasses that violate any of the current permit conditions, which are overseen by the Department of Environmental Quality (DEQ). Ms. Smith provided an historical overview of how MWMC was created, and gave an explanation of the structure, staffing, and operational process. She also provided a summary of the Regional Capital Budget, and referred to the handout for additional information. Environmental Services Supervisor Gary Colwell explained the difference between local and regional sewer rates. Councilor Simmons said the quality of management was consistent, and he appreciated the overview that staff provided. Mayor Weathers asked how requests for information were handled and processed.
