MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, FEBRUARY 14,2000 The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, on Monday, February 14,2000, at 5:01 p.m. with Mayor Weathers presiding. ATTENDANCE Present were Mayor Weathers and Councilors Ballew, Fitch, Hatfield, Leiken and Simmons. Councilor Lundberg was absent (excused). Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, Senior Management Analyst Rosie Pryor, Administrative Coordinator Shari Higgins, City Recorder Kim Krebs, Planning Manager Greg Mott, City Engineer Al Peroutka, Supervising Engineer Don Branch, AIC Development Services Director John Tamulonis, Management Analyst Len Goodwin, and members of the staff. Guests: Tom Schwetz, TransPlan Project Manager, and Lee Shoemaker, Lane Council of Governments. 1. Review of Staff Responses to Adopting Official Questions Regarding Draft TransPlan. Planning Manager Greg Mott was present for the staff report. Mr. Mott introduced TransPlan Project Manager Tom Schwetz from Lane Council of Governments (LCOG). He gave a brief summary about the purpose of the work session, to review and discuss the issues in order to identify those items needing resolution. Mr. Mott reviewed the following attachments: Attachment 1 - Staff Response to Adopting Official Questions on TransPlan; Attachment 2 - Memorandum from Tom Schwetz, LCOG, regarding Framework for TransPlan Work Sessions; and Attachment 3 - Memorandum from Jan Childs, Eugene Planning Director, on Land UseINodal Development Issues Mr. Mott explained that the Eugene City Council, Lane County Board of Commissioners and Lane Transit District (L TD) Board all received the same memorandum from Tom Schwetz, as well as the response document referenced in the handout. Mr. Mott explained the ultimate goal was to obtain an itemized response from the Mayor and Council, for the joint session to be held some time in May. Mr. Mott explained another response document would be prepared similar to the first one, only its response would be to public testimony that was entered into the record of the two public hearings. Mr. Mott advised council the response would be in the form of a separate handout and would be delivered to council prior to the next work session on this topic. Mr. Mott referred council to Mr. Schwetz's memo (Attachment #2) under Adopted Elements of TransPlan, and explained the information provided must be done in order to comply with the requirements of the updated TransPlan, which includes the plan itself as well as the goals, policies and the project list. Our comprehensiye Metro Plan has a transportation element included in it that will also need revisions to reflect what is in the TransPlan. Mr. Mott explained that the ultimate goal was to comply with TransPlan and there are essentially two ways to accomplish this. . Springfield City Council Work Session - 02/14/00 Page 2 Mr. Mott said a significant alternative measure could be Nodal Development, and referred to Ms. Child's memorandum (Attachment #3) explaining it has some suggestions about satisfying the requirements of Nodal Development. Mayor Weathers stated she is hopeful Lane County, the Eugene City Council, and the Springfield City Council can achieve consensus on proposed changes or issues for discussion before the Joint Work Session so there won't be word changes that may tie up the process. Mr. Mott responded by saying if a particular group had a difference from what is otherwise a consensus, that it would be important to be brought up at the joint meeting. There was a lengthy discussion regarding the project commitments in TransPlan, as well as the project list and requirements. Mayor Weathers asked how the Mixed Use Zoning ordinance currently under consideration would help, or would it be replaced by something new. Mr. Mott responded there are no short answers to these questions, but the objective to creating Mixed Use Articles in the Springfield Development Code is to allow council's policy vision about a variety of activities occurring in certain sites, and allow implementation based on the uniqueness of each site. . There was a discussion regarding the plan process, but consensus was to have a good mix and not to allow any type of business, but at the same time not to be so strict, with the understanding that there will be plan consistency. Mr. Mott commented Springfield would be the first community making an attempt to adopt the Transportation Systems Plan, and alternative measures the Nodal Development were a big part of the plan. He said he would obtain Department of Land Conservation and Development (DLCD) recommendations along with the City of Eugene and Lane County's reaction prior to the next work session. Regarding Issue #3, Transportation Demand Management (TDM), Mayor Weathers and Councilor Hatfield stressed the need to be flexible on parking management. There was a discussion regarding the parking issues and possible solutions. By consensus, council agreed to continue discussion on this topic on March 13, 2000, with the understanding that they would need two hours. 2. 2000 - 2005 Capital Improvement Program (CIP). Supervising Engineer Don Branch and City Engineer Al Peroutka were present for the staff report. There was discussion regarding the ongoing Street Fund maintenance and overview of the funding situation referenced in attachments. Mr. Peroutka reviewed each attachment: . Attachment A - Memorandum to Planning Commission regarding 2000 - 2005 Capital Improvement Program; Attachment B - Franklin Boulevard Sewer Project suggested by Planning Commission; and Attachment C - Draft 2000 - 2005 Capital Improvement Program. . . . <, Springfield City Council Work Session - 02/14/00 Page 3 Council discussed and provided input on the Franklin Trunk Sewer Project. Councilor Fitch asked ifthere had been any interest expressed in the annexation of Franklin Blvd. City Manager Mike Kelly responded there was interest for development of the Master Plan, . which would include Franklin Boulevard. , Councilor Simmons expressed his support and felt it was a valid project because it acts as a critical igniter of positive development along Franklin Boulevard, and in Glenwood. Councilor Fitch recommended the Franklin Trunk Sewer Project be added to the CIP. There was a discussion regarding adding the project when no specific funding was identified. Mr. Kelly responded staff had the ability to include an unfunded project in the plan, with the understanding that it is in the development process, and the CIP could be amended before the budget process or anytime in the future. By consensus council agreed to go forward with the CIP with the Franklin Trunk Sewer Project added. The CIP will be adopted after a public hearing scheduled for the February 22, 2000 regular session meeting. 3. Other Business. Mayor Weathers stated after review and council discussion, the new time for work sessions not followed by a regular session would begin at 5:30 p.m. versus 5:00 p.m., beginning February 28, 2000.
