AN ORDINANCE PROHIBITING DRINKING OF INTOXICATING LIQUOR IN PUBLIC PLACES EXCEPT IN CONFORMANCE WITH THE LAWS OF THE STATE OF OREGON, ADDING SECTION 5.256 OF THE SPRINGFIELD MUNICIPAL CODE AND DECLARING AN EMERGENCY. THE CITY OF SPRINGFIELD ORDAINS AS FOLLOWS: section 1. The Springfield Municipal Code is hereby amended by the addition of the following section: "Section 5.256 Drinking in Public Places. It shall be unlawful for any person to drink any intoxicating liquor upon any street or in any public place or building or in any private place, business, or building open to and frequented by the public except establishmentefwherein the same may be sold for premises consumption under the laws of the State." . section 2. Emergency Clause. This Ordinance being enacted by the Council in the exercise of its police power and for the purpose of meeting an emergency, and being necessary for the immediate preservation of the public peace, health and safety, an emergency is hereby declared to exist and this Ordinance shall become effective immediately upon its adoption by the Council and approval by the Mayor. Adopted by the Common Council of the City of Springfield this 20th day of January, 1998, by a vote of ~ in favor and ~ against.
