OREGON 97477 PUBLIC WORKS February 17, 1981 346 MAIN STREET 726-3753 Mr. Gary Klein 1115 Centennial Boulevard Springfield, Oregon 97477 Dear Mr. Klein: At your request a housing inspection was conducted at 1115 Centennial Boulevard, Springfield, Oregon, on February 11, 1~81. The inspection revealed that a wood burning stove/fireplace has been installed without any record of a permit having been issued or any inspections having been made on its installation. There are several problems with the stove installation along with a few other items that are listed below. The following items must be installed, repaired, replaced, to conform to the Uniform Housing Code (UHC) as adopted by the City of Springfield and the current State Structural Specialty Codes (OSSC): ELECTRICAL SAFETY The electrical system has been improperly altered and maintained and constitutes hazardous wiring as described in Section 1001 (d) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing electrical system may have met the standards of the code that was in effect at the time of its installation, alterations, and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the' City of Springfield and the current Oregon Electrical Specialty Code (ESC). Oregon Electrical Safety Law Section 22-110 (b) states that electrical work performed on property that is for rent, sale, or lease, shall be done by an electrical contractor. 1. Install not less than a 150 amper capacity service panel and equipment. OESS 230-79. 2. Due to lack of required space for the service panel within the residence, the new installation shall be installed outside, opposite the existing equipment. OESS 110-16. STRUCTURAL AND FIRE AND LIFE SAFETY 1. The wood burning stove/fireplace must be installed as per the enclosed copy of the Mechanical Specialty Code (MSC). Please note, that if you use your 4 inch brick, spaced 1 inch from the wall, open on the both sites and top, you can use Table 5-8 (MSC) for reduced clearances. Figure #1, Table 5-8 shows how far you must extend the brick to each side of and above the stove. Woodstove/fireplace inspection page 2. The approved use of the triple wall chimney required a minimum of 2 inches of clearance to any combustible material. 2. After the stove is set in accordance to item #1, the hearth must extend a minimum of 6 inches on each side and 18 inches in front of the stove as per footnote #12 B of "Footnotes To Table #5 A" (MSC). 3. Approved supports and headers must be provided for the 2" X 4" rafter that was cut when the chimney was extended through the roof. 4. A duct is required from the new exhaust fan to the exterior of the building. MSC Section 1104 (c). 5. The bedroom windows must open freely. UHC Section 801. Permits are required for the stove installation and the electrical work required. These permits msut be obtained from this office before work is started. Inspections must be called for and approved before any work is covered. Please direct all inquiries to the Springfield Building Division at 726-3753. I When appliances are installed in large rooms these standard. clearances may be reduced by affording protection to combustible material in accordance with Table No. 5- 8, See Footnote 3 below. t An appliance may be mounted on a combustible floor if the appliance is listed for installation on a combustible floor, or if the floor is protected in an approved manner. 'Rooms which are large in comparison to the size of the appliance are those having 8 volume equal to at least 12 times the total volume of a furnace and at least 16 times the total volume of a boiler. If the actual ceiling height of a room is greater than 8 feet, the volume of a room shall be figured on the basis of a ceiling height of 8 feet. 'To combustible material or metal cabinets, If the underside of such combustible material or metal cabinet is protected with asbestos milJboard at least ~ inch thick covered with sheet metal of not less than No. 28 gage, the distance may be not less than 24 inches. IlClearance above charging door should be not less than 48 inches. 'If the appliance is encased in brick, the 18-inch clearance above and at sides and rear may be reduced to not less than 12 inches. lOll the appliance is encased in brick, the clearance above may be not less than 36 inches and at sides and rear may be not less than 18 inches. IJ Steampipes and hot-water heating pipes shall be installed with a clearance of at least 1 inch to all combustible constroction or material, except that at the points where pipes carrying steam or hot water at not over 15 pounds gage pressure emerge from a floor, waH or ceiling, the clearance at the opening through the finish floor boards or wall ceiling boards may be reduced to not less than 'Ail inch. Each such opening shall be covered with a plate of noncombustible material, Such pipes pasaing through stock shelving shall be covered with not less than 1 inch of approved insulation. Wood boxes or casings enclosing uninsulated steam or hot-water heating pipes or wooden covers to recesses in walls in which such uninsulated pipes are placed shall be lined with metal or asbestos millboard. Where the temperature of the boiler piping does not exceed 160"'F" the provisions of this tabl~ shall not apply. Coverings or insulation used on steam or hot~water pipes shall be of material suitable for the operating temperature of the system, The insulation or jackets shall be of noncombustible materials, or the insulation or jackets and lap-seal adhesives shall be tested as a composite product. Such composite pnxiuct shall have a flame-spread rating of not more than 25 and a smoke-developed rating not to exceed 50 when tested in accordance with V.B.C. Standard No. 42-l. 12 A. Heating appliances set on legs or simulated legs which provide Jess than 4 inches open space under the fire chamber shall have hollow masonry not less than 4 inches in thickness covered with sheet metal not less than No, 24 U.S. gage laid over the combustible floor. The masonry will be laid with ends unsealed and joints matched in such a way as to provide free circulation of air from side to side through the masonry. The floor protection shall extend 12 inches on all sides and rear of the appliance except that at least 18 inches are required on the appliance opening side or sides. B.
