REQUESTED:
Conduct interviews for three vacancies on the Budget Committee.
ISSUE
STATEMENT:
Applicants are being sought to represent Wards 1, 2, 3 where former committee members’ termed expired. The recruitment for these vacancies opened on January
9, 2017 and closed on February 6, 2017. The appointee for both Ward 1 and Ward
2 will serve a three year term that will expire on December 31, 2019 and Ward 3 will serve a one year term expiring on December 31, 2017.

DISCUSSION/ FINANCIAL IMPACT:
The Council is requested to interview three applicants. Councilors may use any of
the questions off the sample list or provide one of their own but should be
consistent with their questions for all candidates.
Budget Committee appointments are scheduled to be ratified at the Regular Session
Meeting on March 6, 2017.

1. Why are you interested in serving on/continuing to serve on the Budget
Committee?
2. Describe your professional and personal experience as it relates to your desire to become a committee member.
3. Describe your familiarity with the City’s budget.
4. While all of Springfield services seem to have strong support from different
areas of the community, it is often necessary to prioritize services for budgetary reasons. How would you go about the task of establishing
priorities among services?
5. Often times the members of the Budget Committee have different opinions on
how the citizens’ money should be spent. What is your experience with working as a member of a diverse group and helping to ensure that all
opinions are heard and considered?
6. If you were on the Budget Committee and were looking at one of the City’s
services to decide how much should be funded through general taxes and how much through specific fees on customers, what questions would you
want to have answered in order to make your decision?
7. The Budget Committee meets on Tuesdays in April and May, generally for a
total of four or five meetings. The meetings start at 5:30 or 6:00 and usually last three hours. There is occasionally a mid-year meeting in December or

APPLICANTS SOUGHT FOR
CITY BUDGET COMMITTEE
The City is seeking applications for five open positions on the Springfield Budget Committee. The deadline for submitting
applications is 5 pm, February 6, 2017. Application forms are available in the City Manager’s Office in City Hall, 225 Fifth
Street, during regular business hours. Applicants are being sought to represent Wards 1, 2, 3, SEDA Glenwood and SEDA
Downtown where former committee members’ termed expired or have resigned. Please visit http://springfield-

Background: The Budget Committee reviews the City’s financial plans and policies, including the annual budget. The
12 member Committee is comprised of the six elected City Councilors and six members from the community. Appointed
by the City Council, each of the Committee’s six community members must live in the ward they represent. Meetings
are typically held between April and June, but the committee may also meet on an “as needed” basis.
One position is open to Ward 1 residents. The person appointed will serve a three-year term which will expire on
December 31, 2019.
One position is open to Ward 2 residents. The person appointed will serve a three-year term which will expire on
December 31, 2019.
One position is open to Ward 3 residents. The person appointed will serve a one-year term which will expire on
December 31, 2019.
One position is open to SEDA Glenwood. The person appointed will serve a three-year term which will expire on
December 31, 2019.
One position is open to SEDA Downtown. The person appointed will serve a three-year term which will expire on
December 31, 2019.

1. What experiences / training / qualifications do you have for this particular board /
commission / committee?
Throughout my career, I’ve been involved with several different forms of budgeting. While with
Looking Glass Youth and Family Services, I spent much of my time working on individual
budgets, helping homeless youth to establish stable housing on an often-limited budget. From
there I moved on to Symantec and then Veritas. In both organizations, I was able to work under
the CFO and finance organizations. I was often tasked with establishing financial account
information for some of the company’s largest clients and partners.
The majority of my time with both Symantec and Veritas was spent dealing with contracted
services as opposed to single purchase products. These services often had complex agreements
that required a high skill level of both finance and business knowledge. I worked closely with
both our legal teams, and our Credit and Collections team to establish long term, executable
agreements that profited both the recipient of the services as well as the provider.
2. What specific contribution do you hope to make?
Being a relatively new resident to the city, I believe that I can bring a fresh perspective to the
board. As a native Oregonian, I’m very familiar with the state and I’m proud to call the
Willamette Valley home. I have quite a diverse background that is made up through my
numerous experiences both in and out of Lane County, and my professional and educational
ventures. Being a millennial, I believe that shaping our city to the wants and needs of the
upcoming generation, will only allow everyone to prosper. I believe I represent those wants and
needs of my generation and consider myself someone who strives for compromise when
possible.
I also believe that with my finance background, I can help the City Council to make long term
decisions that keep the solid foundation of our city. For the last three years, I’ve been fortunate
enough to be a coach at the University of Oregon. This has really honed my abilities to create a
long-term plan, that can benefit in the short term as well as solidify a future. My coaching has
allowed me to work with student athletes of a diverse background and makeup. Creating an
environment that allows success for all, is something I’m tasked with every day. I appreciate
that challenge and want to take it on more, this time for the city.

3. Briefly describe your involvement in relevant community groups and activities. (Lack of

While I haven’t participated in community based groups, I’ve been privy to many of them. I’m
an assistant coach of the University of Oregon cheerleading team. This has allowed me to take
part in many community based celebrations and activities. Because the U of O is such an
integral part of this area, the cheerleaders are often tasked with community appearances.
Often I’ve been involved and helped to coordinate such events.
I’m also extremely fortunate to be married to a woman who is very in touch with community
groups. She’s participated in volunteering for S.M.A.R.T., the Latin/Salsa dance community, and
various community activities because of her career. I’ve often accompanied her to many of
these activities and have been a proud observer.
4. What community topics concern you that relate to this board / commission / committee?
Why do you want to become a member?
My first concern is insuring a long term fiscally sound budget for our community. I believe that
securing the budget now during a time of relative economic stability, can help buffer and even
counteract points of economic unrest.
I also want to do my part to help my community. It’s important to me that I help those around
me that are less fortunate. I also know my mind and my abilities. I think I can affect the most
change on a policy and fiscal level. My strengths lay in my ability to organize, critically think,
and solve problems systemically. Using those strengths to optimize a city budget, seems to me,
one of the most potent ways I can help our community.
As for why I want to become a committee member, I’m at a point in my life where I want to
have more of a say in the world around me. This past election, no matter which side you fall on,
showed us the importance of action. It showed us the importance of who shows up. I want to
show up for our community. I want to affect policy change at a level that the people I pass on
the street can feel. I believe in community government and I believe that it makes up the fabric
of our city. This is hopefully one of many opportunities I’ll have in my lifetime to place a
fingerprint on that fabric. I want to know that I’ve done my part to make this community, state,
and world, a little bit better.

1. Please discuss why you are interested in serving on the City’s Budget Committee.
I believe the city budget to be one of the most valuable parts of our government. It helps to
insure a solid future; it helps to provide crucial public services, and it shapes the culture and
perception of our city and the residents in it. I’m excited at the opportunity to be a part of that
process. I’m anxious to put my skillset to use for something that helps so many people.
I think the Budget Committee is the key to moving our city forward. I want to help our City
Counselors to make solid long term decisions for all Springfield residents. And I want to
represent and be accountable to my peers, family, and neighbors. I believe that, no matter your
political affiliation, we have learned through this election cycle, how important action is. We’ve
learned that participation is how we make change. I’m at a point in my life where I’m ready to
take action, take on the work, and contribute to our future.
2. Do you have any experience related to municipal finance or other public sector budgeting?
While I don’t have any formal experience with municipal or public sector finance, I have had
several years of finance and budgeting throughout my professional career. When I first started
working, I was fortunate enough to work for Looking Glass Youth and Family services. I was
tasked with helping youth with limited income obtain stable housing. My experience from there
only grew through helping to manage grant and program funding.
After that I was fortunate enough to work in the finance department and for the CFO during my
time with Symantec and Veritas. I handled various parts of a service based business line.
Because I was the Subject Matter Expert, I was privy to financial strategies, credit and
collections, as well as large deal and revenue based projects. And because this was a service
based product, I dealt most commonly with account financing and contractual obligations. I also
worked cross functionally with legal and revenue departments, as well as large business
partners.
I believe that because most of the city budget pertains to funding for long term service based
contracts, my experience with a multi-national fortune 500 company could come in handy. I
also believe that my time in the social services sector can provide a perspective that most
people would not have. I’ve been able to see what assistance and service programs can do for
those that are less fortunate in our community. I understand the complexity and the
importance of funding and assisting those programs.

Questions for the Budget Committee Applicant
1. I am interested in serving on the City’s Budget Committee because I would like to
contribute positively to this community, and I believe that being fiscally responsible is
incredibly important. Budgeting is something that I strive to do well in my personal life,
and also see the value of in my professional life. I work at a nonprofit agency that runs
almost entirely on community donations. I have seen them manage their money very well,
and the agency has been able to thrive because of it.
2. I do not have any past experience related to municipal finance or other public sector
budgeting.
3. The meeting times work for my schedule, however, it is possible that I may be out of
town for a week or so in May.
4. I am not currently involved in any community groups aside from my church. I also
volunteer monthly at Hosea Youth Services.
