T lae last increase was accomplished without raising the Library's operating budget thanks to the self-checkout station which has freed up staff to support tlue expanded open hourrs. °the self- checkout exceeds staff checkout by a margin of three to one, She invited the Council to the Library Foundation's annual fundraiser, "Books and Brews VI"which is scheduled for Jauuuary 28. fast year,this event raised $17,000 for the Library and contributed to the success, of almost every area of Library service, including helping fund the self-checkouot pr jest. MJNCII., RESPONSE Councilor Moore thanked the Library Foundation and ,Friends of the Library for their support of the Library he referred to the expected closure of the, DOUglaas County Library which is very:sad for that community. Libraries are very iinipor ant. Councilor Vaar Gordon said it's great to see our Library extend hours aag,ain, providing the highest level. of'service to the community, and the leaderships of the,Board and Library staff to make sure we*gee as benefit from the self checkout. Jeff Paschall,City Engineer,presented the staff`report on this item. One bid was received on this City Hall Seismic Bracing praJect, Contract award is now necessary to enable, work to proceed.. This Project me] installation of seismic bracing to four Concrete Masonry Unit(CMU) ww aIls within City Hall, Bracing%will he added to these walls,atta ching t:hewse,walls to the roof and provide improved structural performance during as seismic event. The following bid was received and opened on Decernbber 21,201,6: Engineer's Estimate $1 00,000.00 Ptusland Group $141,126.00 usland Group is the low bidder on this project. There is $100,000 in the City Flall Seisniic Retrolit account:( 1 f1 4)dedicated toward these upgrades. Additional funds for building preservation and upgrade projects is maintained in tlae Building Preservation Protects account(8,10050)l . Staff reviewed the projects on the FY 17 building preservation project list:., find recommend postponing the City Hall. Window Upgrade currently estimated at$40,000. postponement of this praJeact and other savings realized during completion of other projects on the: list will allow for award and e xe ClAti011 ofthis Seismic Bracing contract. Councilor Woodrow asked if the project changes would provide the budget for this pr jec�t, Ms. Paschall said there have been savings in other projects,and pushing curt the$40,0 0 will Provide enough.for this pra jeet. In the packet, he named that $100,000 is dedicated,yet:they may actually have more due to some savings on anther projects. ifthey don't need the full $40,000, they can save sonwe of it for future projects. Councilor Woodrow asked if"the lurid was comparable to what they might have received from others. Mr. Paschall said it is comparable to what, was received ori the first two packages, The last time the City went out fair arid,things %were slower and the City received more competitive bids. The economy has picked up and many of the, contractors are too]fuse to take afar another project. This is leaads to hi „her bids,. Councilor Moore asked about the timeline'for completion Mr. Paschall said the goal is to start the first:part of February. They will, be relocating about 1&1 staff” members who are prepared for the move. It is scheduled to take about 50 days to complete the job, which would be early April. Mr. Paschall said the safiest thing to do is follow instructions of what to do during an earthquake, and than evacarate the,bijilding 'I"hese retrofits are,devised for safety and, getting people out orth e huaildin , not,necessarily for saving the building.
